CITY OF PORT TOWNSEND
PLANNING COMMISSION MINUTES
March 24, 2005
I.
CALL TO ORDER
Vice Chair Alice King called the meeting to order at 7:00 p.m. in the Cedar Room of the Waterman & Katz
Building to continue DeliberationslReport and make Recommendation to the City Council on the Proposed
Revisions to Chapter 19.05 PTMC, Environmentally Sensitive Areas.
II. ROLL CALL
Other members answering ro1\ were Cindy Thayer, Lyn Hesey, JeffKelety, Steve Emery, Harriet Capron,
and Roger Lizut; George Randels and Liesel Slabaugh were excused. Also present was Long Range Planning
Director Jeff Randall.
Mr. Randall distributed agendas and a memorandum from him dated March 24, :D05 regarding this
evening's meeting.
Ill. ACCEPTANCE OF AGENDA
Ms. Thayer made a motion to accept the agenda; Mr. Kelety seconded. All were in favor.
IV. APPROVAL OF MINUTES -- There were none
OLD BUSINESS -- Continuation of Public Hearing
Environmentally Sensitive Areas Ordinance and Best Available Science
Mr. Randa1\ reported this meeting was called to accept further J1lblic testimony from the continued March 10, 2005
meeting. He noted Public Works had additional concerns regardin~ stormwater standards and wetland classifications and
criteria that needed to be resolved with the Department of Ecology and City Staff, andconsidered by the Planning
Commission before concluding deliberations. City Staff plans to prepare and distribute a new draft ordinance by April 7.
Mr. Randall requested that the public hearing be continued to April 14, 2005 for presentation of the r",ised draft
ordinance, the acceptance of additional public testimony, Planning Commission deliberations and hopefully recommendation
to City Council.
Vice Chair King opened the meeting for public testimony on Chapter 19.05 PTMC, Environmentally Sensitile
Areas noting it appeared there was no public testimony.

Passed unanimously, 7 in favor by voice vote
VI. NEW BUSINESS -- Sheila A vis Farewell
Mr. Randall thanked Ms. A vis, who will be moving out of the area, for her years of service to the City as minute
taker, and welcomed Ms. Joanna Sanders who will be replacing her. A festive time of refreshments followed.
There was brief discussion regarding the scheduled upcoming public hearings. Mr. Randall reported he would on
vacation the last three weeks in May and anticipated having nothing for Planning Commission consideration during that time.

Ms. Dorgan's written suggestions dated March 14,2005, addressed to Mr. Jeff Randall summarizing her comments
at the Public Hearing on the Environmentally Sensitive Areas Ordinance March 10,2005, and attached analysis by Alan D.
Copsey, CTED's Assistant Attorney General 'The Designation and Protection of Critical Areas Under the Growth
Management Act" were entered into the record as Exhibit C-7 (a, b, & c) and forwarded to Planning Commissioners by..
mail.
XI. ADJOURNMENT
Motion to continue the public hearing to April 14, 2005, to continue Deliberations/Report and make
Recommendation to the City Council on the Proposed Revisions to Chapter 19.05 PTMC, Environmentally Sensitive Areas,
6:00 p.m. in the Cedar Room of Waterman & Katz building was made by Ms. Thayer and seconded by Mr. Lizut. All were
in favor. The meeting concluded at 7:20 p.m.
