City of Port Townsend
The Encore jobs retooling
workshops, offered at the
Library in March and April, 2013, have been suc-
cessfully concluded. Targeted for those in our
community between the ages of 50 and 69, this
multi-leveled program involved basic computer
training; an introduction to the Internet; two
classes on social media; and four local speakers
discussing what motivates them to continue re-
inventing their careers. Well received by the at-
tendees, the program consistently proved useful
to those wanting to get back into today's
changed job market.
Funded by a grant from the Washington State
Library with funding from the Institute of Museum
and Library Services, and generously supported
by the Friends of the Library, the Encore pro-
gram’s success for its participants is on-going.
Northwest Maritime Center - What it means to the City
The Northwest Maritime Center signed a contract with Crawford Nautical School that will de-
velop a campus in Port Townsend. Crawford is a Seattle based business that has been training profes-
sional mariners for 90 years. This new business to our region will have significant ripple effects on our
community's economic health. The NW School of Wooden Boatbuilding has demonstrated the "training
to trade" effect for maritime trades people, and the training of onboard professionals will lead to a simi-
lar gradual migration of professional mariners as more of them get exposed to our town through training
experiences. These are great family wage jobs - the average wage is upwards of $70k - and attracting
them here will help fill the ever-widening gap in our community.
Some training by the Crawford Nautical School has already taken place at the Pilot House and in the
NWMC classrooms with expectations of the program growing to full capacity by 2014 with 20-50 mari-
ners a week staying between 1 and 6 weeks. For more information about this partnership visit
www.nwmaritime.org/Crawfords.
This endeavor is a result of a vision of blazing the trail forward and seeing the union between economic
growth and our schools as well as the opportunity to secure economic returns for the community.

Right-of-way (ROW) –
Fences, Rockeries, Trees
Before you plan that rock wall, fence, or
planting project, or cut trees or other significant
vegetation, be sure you know where your property
ends and the public right-of-way begins.
You can be subject to enforcement penalties under
PT Municipal Code Chapter 12.08, as well as hav-
ing to bear the expense of removing whatever
structure you have placed in the right-of-way.
Some structures, such as rockeries, and some tree
removal, may be allowed with prior City approval
and permitting. Fences must be within the property
line and may not cross any right-of-way.
Please check with the City Development Services
Department at 379-5095 with any questions about
your project.
The Waterfront Esplanade Project
Construction is underway on the final phase
of the Waterfront Esplanade project between
Quincy and Madison Streets. The project
renovates the roadway at the end of Quincy

accessway to the Wave Gallery is also being
installed. Work is scheduled for completion
by the end of July 2013. The contractor is HB

State Champions!
Olympic Mountain Bike Team Dominates Season
Dominant. That word sums up the season for the Olympic Mountain
Bike Team (OMBT) Killer Whales who rode through mud, rocks, dust,
and bumps to podium finish in every race. On May 19, the local high
schoolers joined as one to take the State championship in Washougal against high
school mountain bike teams throughout Washington. The First in State title was the culmina-
tion of a terrific year for OMBT.
A Community Effort
How does a high school sports team in only its second year, from an area with a population dwarfed in size
by many of its competitors, produce Mountain Bike State Champions? Some say it’s Bob’s Bagel power.
Others say it’s the ReCyclery’s success in the early initiation of Port Townsend youth to the affordability and
power of bikes. Perhaps it’s the multitude of open space and trails spider-webbing Jefferson County. All of
these reasons and more brought about the championship. In only their second year, OMBT Director Doug
Ross credits the team’s success to the tremendous support from coaches, families, and teammates encour-
aging each other. In addition, Ross credits the greater Port Townsend community for coming together with an
enthusiastic effort to get kids on bikes and on our local trails. “It starts at home, is enhanced by coaches who
have a passion for cycling, is supported by our community’s trails and resources, and the trickle down effect
leads to great things for kids.” says Ross.
OMBT coaches are all volunteers. Together, the coaches created a solid support system for the team. Local
bike shops (The Broken Spoke, PT Cyclery, and the ReCyclery) provided technical support, tremendous dis-
counts, safety equipment, and even bikes. Evergreen Fitness lead spin classes for the team during the sea-
son and will continue to do so throughout the year free of charge. Bob’s Bagels, Optic Nerve, Contour, and
Gooding O’Hara & Mackey also helped sponsor the team.

All OMBT racers who competed at State level placed high enough to qualify for the USA Cycling Cross Coun-
try Mountain Biking Nationals held in Bear Creek, Pennsylvania in July. The team is discussing whether or
not it can finance sending riders for this race. Look for the team fundraising events such as hours of pedaling
on stationary trainers outside of The Broken Spoke and advertised garage sales starting June 1. For more
information or to make a donation (gratefully accepted), contact Valerie at 379-2729 or Liz at 643-3633.
