Meeting Minutes
Non-Motorized Transportation Advisory Board
Thursday, December 6, 2012, 4:30 pm - 5:30 pm
City Hall, Conference Rm 41
L Meeting called to order at 4:30 pm by board chair, Scott Walker
II. Members in attendance: Lys Burden, Sally Chapin, Tim Eaton, Pat Teal, Jolly Wahlstrom
and Dick Williams

IV. Business
1. Lynn/Richardson Property—Dick Lynn, Doug Mason and Scott walked the property
to determine where a suitable corridor could be placed for the Westside Trail. Dick
accepted that they do not own the public right-of-ways running through their property
and is working on a land swap with the City. They will trade public r/w within the
holdings with sections of his land that are wetlands and other areas suitable for trail
corridor, natural areas and wildlife. Wetland Specialist, Dixie Lewellyn, marked the 75-
foot line from the wetland with tape, so trail placement can be better determined.
2. Grant Street School SRTS Discussion/Plan—Lys distributed an incomplete draft
report for everyone's review. We will review it at the next meeting, and she will try to
finish the draft by then.
3. Hastings Avenue Project— The City received a letter from Phil Dinsmore about the
lack of any bicycle facility improvement when the new sidewalks were built late last
summer along Hastings Avenue. Ken Clow responded from the City to clarify the
funding that was available. Scott provided us with copies of Phil's letter and read Ken's
to board members and said he would forward us electronic copies.
4. Upcoming Trail Project— The date of January 19, 2013, was selected for the next
trail project, connecting the EcoVillage to the trail that runs behind Blue Heron School.
The work needed will be mostly brushing, but gravel will also need to be spread on the
new trail surface. Board members signed a thank you card to be sent to the Quimper
Trails Association for all of their help on the 39th Street Trail Project in October.
5. Budgeted Funds for Map Printing—Lys had secured some sample pocket-sized
maps from the Portland Bureau of Transportation and priced printing various sizes of
print runs at SOS Printers. Two thousand, fill color maps, printed on special paper would
cost about $825; 5,000 maps cost $1,325; and 10K maps cost $2,229. Lys will check into
getting the graphics done by either David McCollough or the Portland graphics firm that
works with the City of Portland to see how much that would cost.
6. Downtown Bike Racks — Not much discussion except board members noted there
was no implementation plan for existing bike rack plans.
7. 2013 Work Plan/Trail Work Schedule—board to review list drafted last meeting at a
subsequent meeting.
8. Fir Street Walkway—not addressed
9. Explore Possible Road Edge Funding Source using Car Tab Fees —not addressed
10. Elections— The slate of Scott Walker, Chair; Jolly Wahlstrom, Vice Chair and Lys
Burden, Secretary was nominated and approved by voice vote.
11. Charitable Contributions —Lys distributed information about City recognition of
charitable contributions for tax purposes and the process needed for such donations.
V. General Discussion
- Spruce Street Trail Connection— Scott and Jolly met with John Watts, and some work
has been done to move this project forward. Another attorney in town, Rich Shaneyfelt, is
willing to donate his services to figure out the agreement needed for the owner to
permanently sign over his interest in the old public r/w so the link can be re-established
with a fence along his property boundary.
- Visitor Gabby Ashford had some questions about public r/w riles and trails. New
neighbors in her neighborhood have been putting cars and boats in a public r/w that are
blocking access to an existing trail that is well used by neighborhood children. She is also
interested in helping to develop an app that would promote iphone access to PT trails
maps.
- Dick Williams has been exploring the trails in his neighborhood, especially between
Hamilton Heights and Grant Street School and had preliminary recommendations for trail
improvements to make the trail more usable as safe routes to school.
