RESOLUTION NO. 06-024
A RESOLUTION OF THE CITY OF PORT TOWNSEND,
WASHINGTON, DECLARING THAT THERE IS A NEED FOR
THE KlTSAP COUNTY CONSOLIDATED HOUSING
AUTHORITY TO FUNCTION WITHIN THE TERRITORY OF
THE CITY OF PORT TOWNSEND, ALL AS MORE
PARTICULARLY SET FORTH HEREIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, as follows:
Section 1.
Recitals.
1.1. Pursuantto RCW 35.82.070(13), a Washington housing authority may exercise its
powers within the boundaries of any city, town, or county not included in the area in which such
housing authority is originally authorized to function as long as the legislative body of such city,
town, or county, as the case may be, adopts a resolution declaring that there is a need for the
authority to function in such territory.
1.2. In determining whether there is such a need, the City Council has considered
whether there exists adequate safe and sanitary dwelling accommodations in the City of Port
Townsend, available at reasonable cost for persons oflow income and senior citizens. The City
Council has also considered the need to provide decent housing as an alternative to housing with
conditions that pose a danger to the health and safety of the inhabitants.
1.3 Jefferson County Housing Authority (JCHA) was established in 1970 to meet the
need for safe, sanitary, and affordable housing in Jefferson County.
1.4 JCHA entered into a contract with KCCHA in February 2001 for special expertise
related to the self-help homeownership program. The contract provides for the possibility that
JCHA and KCCHA may enter into additional contracts for specialized services related to
developing and owning affordable rental housing, or for future homeownership projects. At the
present time, the existing contract expires when either party gives 90 days notice.
Section 2. Findings. It is found (1) that unsanitary or unsafe inhabited dwelling
accommodations exist in the City of Port Townsend; (2) that there is a shortage of safe or
sanitary dwelling accommodations in the City of Port Townsend available to persons oflow
income and senior citizens with rents or mortgages they can afford; (3) that there is a shortage of
safe or sanitary dwellings, apartments, mobile home parks, or other living accommodations
available for low-income persons and to senior citizens in the City of Port Townsend; and (4)
that from time to time, and under contract(s) with JCHA, KCCHA and other housing authorities,

including Bremerton Housing Authority, may be asked to provide specialized consulting
assistance, partnership arrangements, training, or other activities to meet housing needs in the
City of Port Townsend.
Section 3. Declaration of Need. It is declared that there is a need for the Kitsap
County Consolidated Housing Authority to function within the territory ofthe City of Port
Townsend. The Kitsap County Consolidated Housing Authority is requested to assist in the
provision of decent, safe and sanitary housing for persons of low income and senior citizens by
operating and managing a self-help housing program, arranging for or providing loans and grants
to persons oflow income to assist in the acquisition of housing, and such other activities or
programs as may be requested by the JCHA. The scope of services and reimbursement
arrangement will be determined by negotiations between JCHA and KCCHA on a project-by-
project basis.
Section 4. Ratification. All actions not inconsistent with the provisions ofthis
resolution are hereby and in all respects ratified, approved and confirmed.

Effective Date. This resolution shall be in full force and effect from and
ADOPTED by the City Council of the City of Port Townsend, Washington, at a regular
public meeting thereof this second day of October, 2006.

CERTIFICATION
I, the undersigned, Clerk of the City of Port Townsend, Washington (the "City"), hereby
certify as follows:
I. The attached copy of Resolution No. 06-024 (the "Resolution") is a full, true and correct
copy of a resolution duly passed at a regular meeting of the City Council of the City held
at the regular meeting place thereof on October 2, 2006 as that resolution appears on the
minute book of the City.
2. A quorum ofthe members of the City Council was present throughout the meeting and a
majority of those members present voted in the proper manner for the passage of the
Resolution.
