RESOLUTION NO. 06-026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
ADOPTING THE 2006 HOUSING ACTION PLAN, DIRECTING STAFF TO INITIATE
RECOMMENDED AMENDMENTS TO THE CITY'S COMPREHENSIVE
PLANIMUNICIPAL CODE
WHEREAS, the City Council for the City of Port Townsend previously authorized
Resolution 05-010, authorizing the City Manager to sign a Community Development
Block Grant (CDBG) funding a combined housing needs assessment with Jefferson
County and certifying to certify compliance with the granting agency's requirements; and
WHEREAS, for the past eight months, the Housing Advisory Group, appointed by the
Jefferson County Board of County Commissioners and Port Townsend City Council has
worked with a consultant, city and county staff to develop an action plan to address
housing needs; and
WHEREAS, ample opportunity has been provided for citizens to review and comment
on the draft Housing Action Plan. Opportunities for comment included focus group
interviews, public workshops and forums and a mail-out/phone back survey of registered
voter households. Copies of the draft plan have been posted on the Jefferson County
website. Press releases were published in concert with legal public notice of meetings;
and
WHEREAS, the Housing Action Plan has been endorsed by the Housing Advisory
Group; and
WHEREAS, per the Housing Action Plan, housing needs in East Jefferson County can
be broadly characterized as approaching a critical need threshold, as the price of housing
continues to climb and interest rates increase and the market is unable to deliver housing
that is financially feasible for all households; and
WHEREAS, the Housing Action Plan includes forty-two housing strategies that may be
used to address housing needs. These strategies range from creation of an oversight
network to economic development, infrastructure development and financial incentives;
and
WHEREAS, the Housing Advisory Group recommends that the City/County act
immediately to establish and appoint the Housing Action Plan Network (HAPN)
committee with the stated mission of "Facilitating the implementation of the Housing
Action Plan, acting as the "voice" for affordable housing, coordinating efforts and
monitoring progress."

WHEREAS, the SEP A Responsible Official has determined that adoption of the
Housing Action Plan is exempt from the State Environmental Policy Act (SEP A); and
WHEREAS, the City Council has held an Open Record Public Hearing in compliance
with the CDBG grant requirements;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, that the 2006 Housing Action Plan is hereby adopted by the city. The City
commits to work in cooperation with the County to form a Housing Action Plan Network
(HAPN) Committee with the mission of facilitating implementation of the plan and
monitoring progress. Council directs Planning Department staff to initiate amendments
to the Comprehensive Plan/Municipal Code as recommended by the Plan.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this second day of October 2006.
