RESOLUTION NO. 13-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE MAYOR TO REPRESENT THE CITY AT THE
SURFACE TRANSPORTATION PROGRAM SELECTION COMMITTEE AND
CONFIRMING THE CITY PROJECT APPLICATIONS TO BE SUBMITTED FOR STP
FUNDING
RECITALS:
A. Funds from the Federal Surface Transportation Program (STP) are distributed through a
County selection process to Jefferson County, Jefferson Transit and the City using
historical allocation formulas. Historically, the Mayor has represented the City on the
selection committee. This year, additional funds have become available under STP and
are being allocated through 2016. Under new federal policy, the projects must be
obligated in order to not lose the funds.
B. This Resolution authorizes the Mayor to represent the City on the STP selection
Committee, and confirms the City project applications to be submitted for STP funding.
Sims Way and the Howard Street extension were previously awarded STP funding in
2010. Howard Street remains the number 1 project in the City's Transportation
Improvement Program (TIP) and is a carry-over allocation. Since 2010, the City has been
awarded 3 new sidewalk grants that require a match (two Sheridan Street projects and
Landes Street), as well as being awarded a TIB grant for Howard Street. These projects
are in the City's adopted 6-year capital improvement program, except for the Sheridan
Street/Grant Street School (Sheridan from 14t"to 19t'') sidewalk project which was
awarded a WSDOT grant following adoption of the 6-year City's CIP in December.
C. As recommended by the City Manager and staff, the City share of STP funds should be
allocated as follows to match grants that have been received:
$1,000,000 Howard Street—to match the $2.1 M TIB grant
$ 200,000 Sheridan Street Sidewalk— Sims to 10"' Street
$ 89,048 Sheridan Street/Grant St. School Sidewalk— 14t''to 19`'' (match WSDOT
grant)
$ 50,000 Landes Street Sidewalk (to match the TIB grant)
$1,339,048 TOTAL
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:

The Mayor is authorized to represent the City at the Surface Transportation Program selection
committee and the City share of STP funds should be allocated as follows to match grants that
have been received:
$1,000,000 Howard Street—to match the $2.1 M TIB grant
$ 200,000 Sheridan Street Sidewalk— Sims to 10th Street
$ 89,048 Sheridan Street/Grant St. School Sidewalk— 14t1i to 19th (match WSDOT grant)
$ 50,000 Landes Street Sidewalk (to match the TIB grant)
$1,339,048 TOTAL
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 18th day of March 2013.
