Public Facility Use: The Commission discussed the use of The City's public facilities and our ability to award certain organizations use and under what conditions. LO suggested having a "friends of the Cotton building" as a funding entity. KM questioned the discriminatory practice of expecting some non- profit organizations to pay for their use while others are awarded free use. DG proposed the idea of having a set number of hours at our disposal that could be awarded to organizations for public building use. SR offered to follow up on this issue. Chair's Report: SR reported that our budget has passed and that David Timmons says the public art process will go ahead in early 2013. SR said that Rainshadow had 120 attendees and conveyed very positive results. He said the group sent a letter to us praising our support. SR noted that our logo was featured prominently on their printed materials. KM added that she attended the Community Chorus event but that they did not have a "pay as you wish" statement at the desk. SR offered to follow up with the group regarding this oversight. SR concluded his report by announcing that our January meeting is our annual election meeting,to be held January 2"d, 2013 at 3pm. Friends of Protection Island: Guests Robin Ornelas and Jan Halliday from Friends of Protection Island are attempting to raise money for the creation and placement of a memorial sculpture in memory of prominent citizen Eleanor Stops, who died recently. While expounding on the importance of Protection Island, Robin stated that 70% of all birds in Puget sound nest on the island at some point in their migration. The group has retained the sculptural services of Seattle wildlife artist Tony Angel to build the public work. The NW Maritime Center was the preferred location, but the questions they've raised are in regards to whether the work would be donated or gifted?,what about insurance?,what about maintenance? KM noted that there are easements already in place that could be utilized-she offered her services as VP of the Maritime Center, combined with her knowledge and experience in the public art arena to assist with location and durability concerns. Treausurer's Report: LO brought to the attention of The Commission the Public Art Archive, based in Denver Colorado but digitally accessible everywhere: a new project of the Western States Arts Federation, or WESTAF. She said they have a good and easy to use submittal process. LO suggests that we place our collection on the site. Jefferson Museum of Art and History could also be linked and added to the national database. The Public Art Archive makes public art and its processes more accessible to the public, displaying images of each piece alongside an extensive description, including audio and video supplementary files when available. After some discussion about the legal issues in regards to the sharing and reproducing of artist images, SR offered to run the issue by John Watts. LO is to connect with Annie to put together a preliminary budget prior to the work going ahead, including detailed invoicing. After these recent projects are engaged,we have around $300 left for 2012. Public Art: EF reports that she has communicated with the public art project finalists and the artist selection panelists, and will connect with everyone again when things start up again in 2013. KM says she will connect with Jefferson healthcare regarding their new facility and their future public art opportunities. New Business: PT Summer Band is requesting$1,287 for their 2012 program.
