Meeting called to order at 4:33 pm by Lowell Jons, because of delayed arrival of president, Scott Walker. Members in attendance: Lys Burden, Sally Chapin, Lowell Jons, Pete Sexton, Pat Teal, and Dick Williams. Staff: none Visitors: Jolly Wahlstrom, Brenda McMillan, Sue and Richard Dandridge 11. Approval of agenda & minutes—early citizen comment added meeting agenda III. Approval of Minutes—with minor changes the minutes of the February meeting were approved unanimously. IV. Business 1. Citizen Comment—Brenda McMillan wanted a 30th Street trail extension from Ivy, across Howard, left turn in woods to Hastings going south for better connectivity. Richard Dandridge wanted better bicycle parking Downtown. 2. 2012 Work Plan— a. Trail Projects scheduled for March and May—Mary Heather will serve as staff support for trail projects. Suggestions: - 17th Street, from Sheridan to Cleveland (cutting blackberries to open this corridor will be the March project, brush cutting tools needed). - Baker Street Connection is still high on the list(requires old fence post removal and replacement fence on property line for horses), connecting trail will be along 25th Street, Ivy to Baker. Mary Heather will contact adjacent landowner and report at the April meeting. - Reroute trail around Grant Street School(will require adjacent landowner notice, group to check route at next trail day, if time). - 13th Street from Hancock to Hendricks, 2 blocks with no adjacent landowners, is tentatively scheduled for an informal trail day on Saturday, April 21St - 35th Street Park—more gravel is still needed on the trails b. Work on walkway obstruction on Spruce Street still in progress c. Bike Rack planning for downtown, policy and locations still in progress d. Highway 20 Underpass on long-term project list e.Ann Richardson Property—to be discussed in detail at the next meeting 3. New Trail Signs—The board is still interested in posting signs on trails that read: "Built and Maintained by Volunteers."We need an inventory of existing trail signs, how many and what they say. We also need to build an inventory of locations where signs are needed. Board members noted that trail signage is not consistent enough. Send observations of locations needing signs to Mary Heather, with cross streets at intersection. Board members also noted informal wooden signs have been posted in Cappy's Trails giving specific names of trails there. 4. Rhody Parade—Chauncey Tudehope-Locklear of the ReCyclery is encouraging a big cyclist turnout for the parade to demonstrate local interest in bicycling. NMTAB will consider submitting an application and encouraging trail volunteers to ride the parade route to promote trails. Parade group should also encourage walkers and ADA to participate. Maybe the local penny farthing collection could participate. 5. New Members -Tim Eaton and Jolly Wahlstrom still have not been approved to serve on the NMTAB, notice pending. 6. Fir Street Walkway—Scott Walker reflected that a gravel sidepath along the street used to exist between F and Q Streets (on the Morgan Hill side). This space has gradually disappeared and should be refreshed to provide pedestrian access along this street. It was noted that the updated plan designates this street as a vital corridor for non-motorized travel. V. General Discussion- - Keep an eye on the Taylor Street Project, as Scott noticed pedestrian access had been blocked early on and personally removed some barriers. - Lowell favors the route through Shasta adjacent to the Richardson property with more width to accommodate the difficult topography. This corridor is part of the West Side Loop and designated as a major ADA access route in the original 1998 NMT Plan. -Topic for April discussion with staff- What does promotion mean in the NMTAB purpose? VI. Next Meeting& Agenda Planning: 4:30 pm, April 4, 2012. The Ann Richards property will be addressed again. VI. Adjourned at 6:00 pm VI. Long Term Continuing Issues: 1. Re-striping removal of the turn lane, north-bound on Sheridan at 19th 2. Bishop Park Underpass—a new 5-acre park is located on the south side of Sims Way near the transit yard; a pedestrian underpass is needed to connect it to Bishop Park 3. Transportation Functional Plan review to make sure complete streets are addressed 4.Website Update 5. Portage Trail Designation and Signing 6. Securing r/w easement for completing Spruce Valley Trail
