Meeting Minutes
Non-Motorized Transportation Advisory Board
Thursday, February 5, 2012, 4,030 pm - 6:00 pm
City Hall, Conference Rm#1
I. Meeting called to order at 4:30 pm by President, Scott Walker.
Members in attendance: Lys Burden, Sally Chapin, Lowell Jons, Pete Sexton, Pat
Teal, and Dick Williams.
Staff: Rick Sepler, Judy Surber and Mary Heather Ames
Visitors: Tim Eaton, , Jolly WihlAr. m, a
nd Robert Gray
11.6 Approval of agenda & minutes—Meeting agenda and minutes of the January
meeting were approved unanimously.
III. Changes and Additions to agenda—none
IV. Business
1. Redrafted November Minutes—this corrected version (changes i wording
related to the Decatur Street Trail abandonment) was reviewed and approved by
staff and unanimously approved by the board.
2. 2012 Work Plan—
a. Meeting will be held quarterly with staff, monthly meeting are A and
must be advertised with minutes taken; Chairman must be responsible for
locking the front door of City Hall
b. Trail Projects scheduled for March and May—Mary Heather will serve as
staff support for trail projects. Suggestions:
- Baker Street connection (requires old fence post removal and
replacement fence on property line for horses), connecting trail w1411 be
along 25th Street, Ivy to Baker. Mary Heather will contact adjacent
landowner and report at the April meeting.
- 17t"Street, from Sheridan to Cleveland(cut blackberriesto open,
mostly likely project)
- Reroute trail around Grant Street School(will require adjacent
landowner notice)
- 13t Street from Hancock to Hendricks, 2 blocks with no adjacent
landowners, is tentatively scheduled for an informal trail day on
Saturday, April 21 A
C. Policy/Planning Issues:
- Walkway Obstruction, a missing link on the old Spruce Street r/w,
Cedar to Center, must be addressed. The City does not practice
condemnation, but will pursue seeking an easement(City assumes
liability and building new fence). Scott to work with Rick Sepler and
John Watts.,
- Missing Links—another one is located on Chestnut,between P and Q
and will be pursued after Spruce Street is settled.
- Bike Rack Planning, (the board has observed a lack of adequate bike
45 parking in the town centers) a plan i*s needed for bike rack locations
Downtown(and Uptown); Judy to research standards for
recommended amount of parking n frequency of placement, if
bike parking can be located in car spaces in designated parking areas,
covered bike parking options and artistic racks
3.New Trail Signs The board is interested in posting signs on trails that read:
"This Trail Maintained by NMTAB Volunteers"
4. Meeting Scheduling—covered above and below
5.New members: Tim Eaton and Jolly Wah1strom—City Council is still
moving on approving their applications to serve on the NMTAB. Delay incurred,
Op as re-advertising in the water bill newsletter too place.
V. General Discussion-
-The Board presented Mary Heather Ames a thank-you picture and letter for all
of her help through the years.
- It was noted that the City delivered the wrong—sized gravel for the last
trail maintenance work day. Proper drainage of the trail surface requires "5/8
minus"not the smaller"fines"that have been delivered.
- Mary Heather needs assistance in working on the renewal application for LAB
"Bicycle Friendly Community" status. Lys volunteered to assist.
- Pat is interested in improving the education in schools for walking and
bicycli"ng.
- The Transportation Functional Plan is available on the City's websi*te.
VI. Next Meeting& Agenda Planning: 4:30 pm, March 1, 2012. The Ann Richards
property will be addressed again.

VI. Long Term Continuing Issues:
1. Re-striping removal of the turn lane, north-bound on Sheridan at 19tH
2. Taylor Street bike racks and mid-block crossing
3. ]Bishop Park Underpass—anew 5-acre park is located on the south side of Sims
Way near the transit yars, a pedestrian underpass is needed to connect 1*t to
]Bishop Park
4. Transportation Functional Plan
5. Website Update
6. Portage Trail Signing
7. Securing r/w for Spruce Valley trail
