HomeMy WebLinkAbout09-06-2012 o�QORT T0� V �O City of Port Townsend wA Meeting Minutes Non-Motorized Transportation Advisory Board Thursday, September 6, 2012, 4:30 pm - 6:00 pm City Hall, Conference Rm 41 L Meeting called to order at 4:40 pm by board member Jolly Wahlstrom II. Members in attendance: Lys Burden, Sally Chapin and Pat Teal, not a quorum III. Staff present: none Visitors: none II Approval of agenda —unnecessary, as this meeting is unofficial for lack of a quorum III. Approval of Minutes —Approval of August minutes was tabled IV. Business 1. Explore possible road edge funding source using car tab tabled 2. Grant Street School SRTS Meeting— Oct 3 at 12:30pm, as it will be an early release day. 3. Aug Trail Project Recap - (Baker Street treadway relocation) Very light volunteer turn-out; Dick Williams worked from the south end, Jolly from the north to clear brush; there is still much work to be done relocating treadway and clearing brush. The r/w is still well marked. Lowell &Pete's expertise would be appreciated for engineering the switchbacks. 4. 39th Street Trail Project—Jolly reported that gravel was delivered, but to the wrong location (very far from where it is needed), and it was the wrong type to establish good drainage and solid base. We can use what was delivered (but it will have to be moved by machine—Duke Rhoades?) and the project will need additional and more appropriate gravel to fill mud holes. Jolly will meet with Tyler about ditching the sides. 5. Budgeted Funds for Map Printing—We need to determine the number to be printed. Usual distribution points are: chamber of commerce/visitors center, Sport Townsend, Wildernest, bike shops, PTBA. Sally to follow up for bids to determine fiunding needed and would like to make it more attractive. She will check with the Chamber about funding. The map needs to have ADA trails identified. 6. Downtown Bike Racks —tabled 7. 2012 Work Plan —not separately discussed, topics already listed as business items or in long term, continuing issues. 8. Fir Street Walkway—Jolly reviewed the shoulder situation and need to widen it on the west side of the street(better safety for people walking along Fir Street, especially at night); also the postman keeps a narrow path clear already. In the past staff has said that if any improvements are made by graveling this shoulder, the street will loose eligibility for fi ture non-motorized improvement fiunding. 9. New trail map posted to the City's website—already announced at last meeting 10. Clarification of Board's role in promoting biking and walking— Topic was already clarified at last meeting. 11. Schedule for appointing missing member of the board— Scott Haggerty expressed interest; we need to follow up. V. General Discussion - Pat complimented whoever placed the trash can on the 7th Street trail between Hancock and Hendricks, as less trail littering has been noted. - Lys commented that most non-motorized advisory committees in Florida and around the country (called BPAC's for bicycle/pedestrian advisory committees) were composed of reps from pertinent agencies: police, public works, health sector, schools, transit, youth, etc. She misses having broader perspective brought to the table that such representation brings. Board members suggested we ask for periodic reports from those sectors. - Walk to School Day on October -1 brings up the subject that PT's SRTS plans are incomplete and lack detail. More attention should be given to improving these plans. - Pat commented that there is still no handicapped access to the hospital without coming by car, - Lys noted that a new study from the National Complete Streets Coalition found that jurisdictions that adopted official complete streets policies had more success at implementing complete streets in their towns/cities/counties. She also noted that PT has not adopted such a policy, as staff says it has been folded into the new Transportation Plan. She still wonders if the adoption of a policy would give more emphasis to the practice. - Sally would like someone to follow up with Owen Fairbank about the stash of trail signs in his garage, as some need to be placed on trails (Baker St& A St.) - Jolly would like to make sure that the NMTAB is routinely noticed on any street r/w vacations that are included in any new development plans; Sally to check. - Jolly noted that a few stretches of trail need attention from whatever City Dept. has the machine that clears blackberries (including the"A" St/"Golf Course" and 17th St. Trails). VI. Next Meeting: 4:30 pm, October 4, 2012. VII. Adjourned at 6:00 pm VIII. Long Term, Continuing Issues: 1. Securing r/w easements for Spruce Valley and Chestnut Street Trails, Portage Trail, Hwy 20 underpass IX. Action Steps Needed 1. Board field trip to Grant Street School on October 3ra individual exploration of all non- motorized pathN-,gays into the school recommended. 2. Sally to v,ork on a map printing spec (paper, no. of maps, binding, etc) and determine bids 3. Draft letter to WashDOT still needs to be v ritten about inappropriate roundabout signage for bicycling
