Meeting Minutes
Non-Motorized Transportation Advisory Board
Thursday, July 5, 2012, 4:30 pra - 6:00 pra

L Meeting called to order at 4:35 pm by acting President Scott Walker
II. Members in attendance: Lys Burden, Tim Eaton, Jolly Wahlstrom and Richard Williams
III. Staff present: Mary Heather Ames
Visitors: none
II Approval of agenda —Addition of revisiting minutes of the April 5th meeting to clarify
the board recommendation for the trail on public right-of-way passing through the
Lynn/Richardson property, voice approval.
III. Approval of Minutes —Approval of minutes for the June meeting was not completed,
thus on the agenda for August.
IV. Business
1. Revisiting the Minutes of the April stn Meeting—As per a request from City
Attorney, John Watts, in a memorandum dated July 2, 2012, to Mary Heather Ames, the
board discussed revising the minutes to clarify the action (based on a memo to the board
from Mary Heather on March 30, 2012). After discussion, Jolly moved and Tim seconded
to revise the minutes to read: "Lowell proposed leaving the trail as is (on designated r iv
through the Lynn Richardson property), since that route is best considering the terrain
constraints (and allows completion of the trail); with contingency as stated in the Non-
Motorized Transportation Plan to allow the trail to be re-rerouted to Shasta and 39th on
property redevelopment. " The motion passed unanimously.
Board members noted that this advisory board does not have jurisdiction to recommend
anything about property development as a single site/ single home with binding
covenants acceptable to the City. Also it was noted that this corridor was designated in
the Plan as a major connector on the west side of town, known as the"West Side Loop."
2. Rhody Parade Wrap— The NMTAB's parade participation was well received and
conducted without any problems. Board members suggested that all the bicycle entries be
grouped together a little better next year and the local kinetic sculptures should be
encouraged to participate to add interest. The NMTAB entry also lacked a banner, and
the suggestion was made to look into obtaining canvas (donation) from the Sail Loft to
create a banner. The message is yet to be determined, but might say something like,
"Trails for PT" with shoe prints, bicycle and horseshoe icons to indicate they are non-
motorized.
3. May/June Trail Project Report— The last trail work day was very successful as the
connection between the Baker and Hooker Street r/w's on 25th Street was completed by
relocating a fence to the north side of the right-of-way. The adjacent land owner was
away during the fence relocation, but was very pleased when Jolly returned to place a
gate in the fence to allow access. This project was an important linkage for West Side
Loop corridor connectivity.
4. 2012 Work Plan
- Trail work project on 39t1'in July (or August) -
- Policy/Planning Issues: walkway obstruction, bike rack planning, underpass of
Highway 20, Spruce Trail easement
5. Downtown Bike Racks— Scott noted that new bike racks have been installed on
Taylor Street (although they are not covered) and the existing one in front of the Rose
Theater was updated to match the new ones. Also a new rack has been installed along the
sidewalk near the west side of the Cotton Building. Pete Sexton is in the process of
contacting the city to request an on-street conversion of one car parking space on Water
Street in front of his shop, the Broken Spoke, for more bicycle parking on that block.
Scott will speak with Rick Sepler for an update on bike rack plans for both Downtown
and Uptown and report at the next meeting.
6. New/Renewing Member Appointments— The board members want to know the
schedule for completing board member appointments.
7. Fir Street Walkway - tabeled
8. Questions for Staff
- Why new trail map has not been posted to City's website
- Board needs clarification about role in promoting bicycling & walking, i.e. what
does this mean and what types pf promotional activities are allowed
V. General Discussion
- Shoulder needed on Hastings, west of Howard on the south(uphill) side
- Connectivity lacking on Sheridan near Grant Street School, especially on the
west side of the road, and crosswalks need attention
- Letter needed to WashDOT about bike/ped request from 12 years ago
- Pedalpalooza is coming July 11-15. Jolly was interested in leading a critical
mass ride during the event.
- Longest Day of Trails was held on June 24th and raised funds for three local trail
groups: Jefferson Trails Coalition, Quimper Trails Assoc. and PNW Trail Assoc.
- Next Trail Project: Scott to contact Lowell for details and set date(Aug/Sept)

1. Website update, Portage Trail, Securing r/w easement for Spruce Valley Trail

1. Scott to visit Rick Sepler about additional bike racks
2. Scott to check with Lowell about the 39"' Street Trail Project slated for late August or
September, designate project manager, date and materials/work plan
3. Scott to meet with Cit-T staff about the Spruce Street corridor easement
4. Announcement needed for next trail work day depending on date decided.
5. Draft letter to WashDOT to be v ritten before next meeting (Lys to draft N-, th assistance)
