HomeMy WebLinkAbout05-03-2012 o�QORT T0� V �O City of Port Townsend wA Meeting Minutes Non-Motorized Transportation Advisory Board Thursday, May 3, 2012, 4:30 pra - 6:00 pra City Hall, Conference Rm 41 L Meeting called to order at 4:39 pm by acting President Scott Walker (who has not yet been officially reappointed) Members in attendance: Lys Burden and Tim Eaton; Pat Teal (arrived late, providing a quorum) Staff: Judy Surber Visitors: Robert Gray, Deborah Jahnke, Lowell Jons, Brenda McMillan and Samantha Thomas II Approval of agenda —informal voice approval III. Approval of Minutes —Meeting started informally, as we did not have a quorum at that time (Pat had not arrived). Approval of minutes for the April meeting was tabled until next month. IV. Business 1. Report on Bike Racks in Downtown —Judy Surber prepared a report (as requested at the February advisory board meeting) on her research findings for a proposed covered bike rack demonstration project in Downtown and using an on-street car parking space for bicycle parking. But first, she announced that the City of Port Townsend had received national recognition from the League of American Bicyclists as a Bicycle Friendly City at the silver level, one step higher than the last evaluation. Judy reviewed a report on Design and Placement of Bicycle Racks in Uptown and Downtown completed in 2004. The Historic Preservation Commission allowed up to six racks, but must approve designs and placement. Judy reminded the board that the Taylor Street project includes covered bicycle parking in the esplanade to accommodate 12 bicycles for $18K. The City has no fiends to build any additional covered bike racks; grants must be sought. The Portland Bureau of Transportation has excellent information and works with merchants for suggested placement and adoption for maintenance. On-street placement has some challenges, although Sgt. Surber said if a site were designated, similar to the motorcycle spaces, the police could enforce compliance. The sidewalks are only 8 or 9 feet wide; on-street car parking spaces are 9 feet wide. Bicycle parking requires 2 x 6 feet per bicycle with another 5 feet of "back-out space." Judy sent the complete report to all board members after the meeting. 2. Rhody Parade, Saturday May 19th—More information will be sent to PT bicycle e- lists to recruit participation. Pat is recruiting folks from the disabled community to participate. The Mayor will be riding a bike in the parade and will lead us. 3. May Trail Project delayed until June 9th— The trail work projected scheduled for May I9th has been delayed to June 9th to participate in the Rhody Parade. The project will remove three blocks of an old, misplaced fence, blocking continuation of the West Side Loop and its connection to Ivy Street. 4. Trail work project on 39th in July (or August)—Lowell spoke to Rick Sepler about this proposed project and reported that the City will provide materials and Kaboda to move gravel. The plan is to dump gravel piles on Hendricks at the bottom of the hill, where it meets the 39th Street Trail. Three sizes of gravel are proposed: larger than 3/4 spalls, 3/4 —inch and fines on top. V. General Discussion - -Fir Street(tabled) - Ken Clow considering possibility of not respriping center lines on some roads as a traffic calming measure - Lys is interested in a ride on the Portage Trail for National Trails Day on June 2nd - Lowell suggested that the minutes needed to have a section at the end for Action Steps to be taken VI. Scott to meet with City staff about the Spruce Street corridor easement 4. Announcement needed for National Trails Day event
