RESOLUTION NO. 12-044
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO ACCEPT THE UNITED
STATES DEPARTMENT OF JUSTICE - OFFICE OF VIOLENCE AGAINST WOMEN
GRANT TITLED "GRANTS TO ENCOURAGE ARREST POLICIES AND THE
ENFORCEMENT OF PROTECTION ORDERS"
WHEREAS, the City of Port Townsend(City) desires to accept $295,729 in grant funds
from the United States Department of Justice (DOJ) Office of Violence Against Women (OVW)
for the "Grants to Encourage Arrest Policies and the Enforcement of Protection Orders"; and
WHEREAS, City Council approved the City's application for the DOJ—OVW"Grants
to Encourage Arrest Policies and the Enforcement of Protection Orders" on April 2, 2012.
WHEREAS, the City received grant funding in 2010 from DOJ - OVW to implement the
Domestic Abuse Response Team (DART) with partnering agencies, Dove House Advocacy
Services (DHAS), the Jefferson County Sheriffs Office, and the Jefferson County Prosecutor's
Office, to provide services and support to victims of domestic violence, sexual abuse, dating
violence, and stalking in Jefferson County and the City; and
WHEREAS, it is the desire of the City to continue to partr er with Dove House Victim
Advocacy (DHAS), the Jefferson County Sheriffs Office, the Jefft',ion, County Prosecutor's
Office, and the Jefferson County District Court Probation to continue ?.i_ DART program; and
WHEREAS, awarded funds will provide the DART program for the period of
10/01/2012 to 09/30/2014 with two .80 FTE victim advocates, one .10 FTE sexual assault
therapist, one .25 deputy prosecutor; specialized training for DART members, and overtime
funds for police and deputies to attend training; and
WHEREAS, the grant funded DART project will ensure greater perpetrator
accountability by continuing to improve law enforcement report writing, evidence collection and
investigation, continued prosecution of protection order violations, enhancing victim access to
safety planning by developing and implementing a risk assessment tool, and providing culturally
and linguistically appropriate resource materials for victims; and
WHEREAS, all appropriation and grant acceptance must have Council approval; and
WHEREAS, the City Manager is the customary designated signature for contracts,
agreements, and applications; and
WHEREAS, the goal of the DART project is to increase the safety and well-being of
victims of domestic violence, sexual abuse, dating violence and stalking

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is hereby authorized to accept the grant titled"Grants to
Encourage Arrest Policies and the Enforcement of Protection Orders" from the United States
Department of Justice - Office of Violence Against Women.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 1 st day of October 2012.
