A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
RESCINDING RESOLUTION 04-034 REGARDING ESTABLISHING A CITIZEN
TASK FORCE FOR PTTV, AND DECLARING SUPPORT FOR PTTV
WHEREAS, in 2001, City and School District entered into an lnterlocal Agreement for
Shared Use of a Cable Production Facility Located at the Port Townsend High School (As
Amended 2001) ("2001 Agreement"); and
WHEREAS, in 2004, City and School Board approved revisions to the 2001 Agreement,
and executed an lnterlocal Agreement for Shared Use of a Cable Production Facility Located at
the Port Townsend High School (As Amended 2004)(2004 Agreement"); and
WHEREAS, the City and School Board have determined to rescind the 2004 Agreement;
and
WHEREAS, the City Council adopted Resolution 04-034 on July 6, 2004 to establish a
new PEG Access Advisory Board; however, such action is now no longer appropriate given that
the 2001 Agreement (which Agreement is now re-instated) provides for a coordinating
committee; and
WHEREAS, the City Council desires to state its support for PTTV, and have certain
matters reviewed by the coordinating committee (PEG Board),
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. Resolution 04-034 (passed July 6,2004) to establish a new PEG Access Advisory Board is
hereby rescinded.
2. The Council affirms the physical status quo of the coordinating committee (PEG Board)
established by the 2001 Agreement is guaranteed though December 31, 2005; however, Council
is not precluded from looking at and considering changes to PTTV's budget as part of the 2005
budget process, or taking action following receipt of recommendations from the coordinating
committee per the task list as set forth in an Agreement approved by the City Council on October
4,2004 and the School District on September 27,2004.
3. The Council proposes the coordinating committee (PEG Board) undertake the following
tasks, subject to coordinating committee approval:
(1) report on fees and revenues and have a recommendation to the Council by November 4,
2004; and
(2) report on the Coordinating Committee's current operating status and its investigations into
non-profit conversion feasibility and have a recommendation to the Council by May 1,2005; and

(3) report on the responsibilities of stakeholders and station personnel and partners of the station
and have a recommendation to the Council by May 1,2005; and
(4) re-examine the 2001 interlocal agreement and make suggestions to improve and clarify it and
have a recommendation to the Council by May 1,2005; and
(5) review the allocation of resources among public, educational and governmental programming
and have a recommendation to the Council by May 1,2005; and
(6) review the methods for providing accountability for the allocation of resources and have a
recommendation to the Council by May 1,2005.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this fourth day of October 2004.
