TNTRODUCTION
The degree of public interest in the development of the Kah Tai
Lagoon area cannot be overstated, particularly in recent tirnes.
Public meetings, Port Commission and City Council hearings, opinion
surveys, plans, correspondence, and newspaper accounts have been
embellished with varied sentiment,s toward a d.evelopment plan for
the Lagoon area. The future of the Kah Tai Lagoon area is, no
doubt, one of the foremost concerns of Port District citizens today.
Because of such.concerrrs, the Port Commission has carefully developed
the following plan for the area, which add.resses the concerns of the
eitizenry while at the same time serves the needs of the community.

GENERAL
A. OBJECTI\rES
In general, the objective shall be to d.evelop approximately
twenty one acres of Port-owned property bound.ed. by Sims Way
and Kah Tai Lagoon, the a11ey between Kuhn SLreeL and Haines
Street to Decatur Streefr in a manner that will both carry out
the Portts mission to provide necessary conrmercial services to
the comnunity while at the same time preserving the esthetics
of a very visible and important segrnent of Port Townsend.
To accomplish this objective, the Port proposes to develop a
combination conmercial and park program in a configuration
which considers the economic, esthetic, and recreational
potentials of the aream
