1963-1964 Army Corps of Engineers dredges boat haven and fills in lagoon and wet lands on
south side of Sims to create much of today's boatyard and fills in a significant portion of
lagoon on north side of Sims, now occupied by Safeway, MacDonalds, Henery's, Park and
Ride and Kah Tai Lagoon Nature Park (1).
7 November 1977 Port of Port Townsend proposes a Planned Unit Development on the Kah
Tai "flats" (2, full document in file).
23 December 1977 HJ Carroll gives property to Port for "park purposes only" (3).
29 December 1977 Port requests HJ Carroll property be held in retroactive waiver for use as
matching support for future LWCF grant (4).
13 January 1978 Retroactive waiver approved (5).
February 1978 Petitions from 100 business community members (6, full document on file)
and 914 concerned citizens (7, full document on file) received by City
15 February 1978 City council is advised that Port PUD proposal has major deficiencies (8).

lands for park at Kah Tai, roughly between 19th Street and Sims Way (11).
27 June 1980 Initial Acquisition Project Boundary Map showing all potential properties to be
acquired. Note letter designations, park boundary shape, acquisition project boundary and
park area not final (12).
22 September 1980 Final appraisals (13, full document on file) of private parcels that
owners have agreed to provide for park purposes by either purchase or donation (includes
stipulation by Mr. Green that park include all the south end 'filled' area from Lagoon to
Sims Way Highway). Letter designations of parcels match final park boundary map,
acquisition schedule, second appraiser's report and legal descriptions in contract.
22 September 1980 Board of County Commissioners vote unanimously to deed under water
holdings at Kah Tai and upland holdings as necessary to city if IAC grant application is
successful (14).
3 October 1980 IAC application form noting City's contribution to the park of their fee simple
undeveloped city streets (15).
10 October 1980 Second appraiser's (DOT) report for private parcels for park to confirm initial
appraisal (16).
4 November 1980 Decision in final appeal of citizens law suit against Port development on its
approx. 23 acres of upland between lagoon and Sims Way is filed (17).
10 November 1980 Wilder (Director, IAC) requests reinstatement of waiver so that the HJ
Carroll property can be used by Port as co-sponsor of LWCF grant to develop park, noting
that commercial development is no longer proposed but does not note any change in
acreage of proposed project (18). Also included is revised Environmental Impact
Assessment (18a).
19 November 1980 Memorandum to HCRS describing how plans for a park at Kai Tai are
compliant with the Statewide Comprehensive Outdoor Recreation Plan (19).

19 November 1980 S Hayden submits near-final IAC application materials (21, cover letter)
to Mr. Leach, specifically indicating the inclusion of a final park boundary map (22).
Subsequent recent (15 June 2011) letter authenticates letter and map.
21 November 1980 Federal Assistance Standard Form 424 signed by IAC Director R Wilder
(22a).
25 November 1980 Checklist at HCRS indicates all application items are in hand, including
boundary map, except Assurance of Compliance form (23). Note: A-95 circular only
required if include adverse comments - no adverse comments received as verified by A-95
circular received 10 March 1981.
25 November 1980 Assurance of Compliance forms are signed by city and port district
officials (24).
1 December 1980 Letter from Fredrick Bender to Acting Regional Director for contingency
funding for Kah Tai Park (25).
1 December 1980 Briefing paper sent to U.S. Secretary of the Interior (26).
5 December 1980 Letter to US Secretary of the Interior formally requesting contingency fund
support for acquisition grant to create park at Kah Tai (27). Secretary approval stamped
on 5 January 1981.
20 January 1981 City Resolution (81-02) authorizing lease of Port's underwater parcels and
10 foot perimeter strip along lagoon shoreline (28).
30 January 1981 State - Federal Contract agreement signed (29).
10 March 1981 A-95 circular indicating no negative comments by any local agency (30).
17 April - 1 June 1981 Contract signed by PT Mayor (Barney McClure) and port district
commission President (Stacey Thompson), witnessed by agency attorney and signed for
State by IAC Administrator Robert Wilder (31). Includes legal descriptions designated by
letter that matches final park map, first and second appraisal reports and acquisition
schedule.
21 April 1981 City Resolution 81-09 authorizing Mayor to enter into contract with Port and
IAC for park (32).
18 August 1981 City Resolution (81-22) authorizing City Park's Board to negotiate for the
purchase or lease of the Public Utility District lands near Kah Tai Park (33).
20 July 1982 City Resolution 82-19 Authorizing Mayor to enter into lease with Port for park
purposes (34).
3 August 1982 City resolution 82-20 authorizing Mayor and Clerk to lease Port lands for 30
years for park in exchange for Port lease of City's ROWs in boatyard (35).
4 August 1982 Lease documents between City and Port for City control of Port land at Kah
Tai and Port control of City ROWs in boatyard (36).
16 August 1982 P Jacobsen, M Welch (Park Board) and S Hayden (Citizen Advisory
Committee) present to Port Commission a detailed plan of the proposed park. Motion
unanimous to approve plan as submitted (36a).l

2 December 1982 Lease of Public Utility District lands to be incorporated into Kah Tai Park
(37).
18 January 1983 City resolution (83-1) dedicates all streets and alleys within Kah Tai Park for
park purposes (38).
19 April 1983 Project contract for park development between City and IAC (39).
4 September 1984 Park Superintendent K Burke reports to Port Commission about
development progress (39a).
16 July 1985 City Resolution (85-25) authorizing Mayor to enter into lease with County for
Kah Tai lands (40). Apparently 22 September 1980 vote was forgotten (14).
3 December 1985 Letter to PUD Commissioners requesting modification of lease agreement
to make terms of both parcels the same (41).
14 June 1996 Port objects that designation of Port Kah Tai lands in City's comprehensive
plan as existing park and open space would in effect be a taking of Port lands without fair
compensation because the lands are "an excellent area for future retail businesses, light
manufacturing, boat storage and other uses that are not dedicated to parks and
recreation." Existence of federal land use restrictions never revealed (42).

Mr. Leach and the final park boundary map (22).
7 September 2011 Letter from Recreation and Conservation Office (RCO) Director (Kaleen
Cottingham) to National Park Service Program Manager (Heather Ramsay) recommending
a 6(f)(3) boundary encompassing approximately 78.5 acres (58).
27 September 2011 Letter from Mr. Michael Linde (NPS) to RCO Director Cottingham
concurring with RCO's 6(f)(3) boundary recommendation with the minor caveat that it not
include small parcels of land north of southern boundary of 19th Street/Blaine Street ROW
(59).
13 October 2011 Suit filed by Port against US, DOI, NPS, HCRS, WA, RCO and City of Port
Townsend to quiet title to and restrict interest in Port's Kah Tai Lagoon Nature Park
