A special meeting of the Historic Preservation Commission was called to order by
Vice Chairman Mike Yawman at 5:07 p.m.
Roli Call was taken. Present: Yawman, Raab, r~rseille, Landis, Smith.
Guests were: Bernie Arthur, Scott Wilson, Dave Peterson, Bo Sullivan, John Pryor,
and Mark Saugen
Motion by Smith, seconded by Raab to approve minutes of March 24th meeting. Unanimous.
Communications: Kitty Cupp, Main Street, regarding overhead street banner, discussion
postponed to Commission Discussion portion of Agenda.
Public Comments: Scott Wilson, representing the City Parks Commission, brought a
drawing of the plans for work being proposed for Pope Marine Park. Most of the work
will be to replace playground equipment that was unsafe and additional landscape
screening on the Water Street side. No major structure was being considered; there-
fore, the project (and carved log) did not come before the HPC. Raab expressed concern
over "art work" that would change the tone of the park as he felt the carved log did
and Yawman wondered about the safety factor of the carved log. Scott offered to
furnish Sepler any upcoming changes including bike racks aound town which is in the
planning stages. Plans will go to Sepler who will copy for HPC members. Walker was
thanked for his assistance.

9203-05, Wilson,1102 Water Street. Installation of commercial windows and door. Struck
from Agenda in absence of plans from applicant.
9201-06, Pryor. Revision: mechanical hood. No objections. Passed by consent.
9203-08, Pryor. The Public House Signage. Color copy of proposed. sign circulated among
HPC members. No objections. Passed by consent.
New Business: None

A. 9202-02A, Port Townsend Plaza. Enclose NE corner of building.
Ya\vman excused himself and left the meeting. Raab took over as Chairman.
Staff Report by Sepler. Building was considered incongruous by Trust and addition has
been designed by the Guidelines. It does not increase non··conformj t.y; proportion and
scale of addition is more compatible as is massing; colors are consistent with brick
details;and serves as a transition element. Sepler recommended approval. Public Testimony:
Applicant Mark Saugen showed changes from based on suggestions from earlier meetings with
HPC committee. Committee Report - Landis. None; agreed with staff report. Marseille com-
plimented the brackets, scale, design and response to suggestions. Discussion on plans
for later work on entire building. Saugen stated that future plans will be based on the
market need which is unknown at this time.. Saugen will receive recommendations for
colors for the fan lights, to be painted or replaced as cost will allow. Motion by Liz
Smith to accept Staff Report; seconded by Marseille. Passed unanimously.
Mike Yawman returned to meeting and took the Chair.
B. 9203-10, City of Port Townsend. Proposed reconstruction of City Dock.
Staff Report, Sepler thanked the HPC for the special meeting and putting this item on
the Agenda in order to meet funding deadlines facing the project. Plans for the demo-
lition of the current piershed, relocating the Pope Marine Building approximately

50 feet landward of the present location \.¡ith a ne\.¡ boardwalk proposed for the
northeasterly side of the building were presented by Sepler asking for approval
of the Commission. He further explained that because time was critical that all
finer details such as color, railings,etc.,would pass before the Commission at the .
time of Design Permit Application. The approval of the basic plan would allow the
rest of the process to continue. Smith shared the historical fact that the building
was not original to the site. Discussion included concern over width of portion of
dock'reduced from 40 feet to 32 feet though the length is remaining the same. Public
Comments: Dave Peterson explained that it is less expensive to move the building
permanently onto new foundation/pilings than to move it, build new foundation, and
return to site; .pilings will bewoodew~instead of concrete for budget reasons. Meeting
was recessed to view site. Sepler stated that there will be a transition area where
parking is and because of the upcoming Site Plan Review for the Jackson Bequest as
well as plans for Pope Marine Park, this is an opportunity to coordinate these' three
adjacent sites. Smith asked that there be two bids - one for 32 foot width pier and
one for 40 foot, since the present width has been historically used and important to
the use of the pier and Pope Marine Building. Other public testimony was given by
Bernie Arthur who stated that in his opinion the Park is underutilized and needs more
screening, possibly a brick wall at eye level with portals,so that users CQuld "leave
the City" during use of the Park.
Commission discussion resulted in motion by Landis to accept Findings of HPC as
prepared by Staff, seconded by Raab. Vote unanimous in favor.
The Archway request in the Communications from ~1ain Street was discussed. The location
is on Taylor Street about 15 feet toward Washington Street from Water Street, (Raab
noted that the original metal fasteners used for the original project in 1892 were
found on the buildings), and will be up approximately three weeks for the Marine
Bicentennial through Rhody Festival. The project is being built through volunteer
efforts from painted boxed plywood and covered with greenery. The original one was to .
celebrate the 1792-1892 Centennial. Staff will inform Main Street that the project
will be referred to Consent Agenda because it is a temporary structure. Marseille
asked that the history and explanation of the Archway be available near the site
(such as the bulletin board on the McCurdy Building) for the information and additional
appreciation of the public.
Commission Discussion: Barbara Marseille and Chris Carson are the Color Committee
and Ann Landis will help with printing for the boards of color swatches.
Meeting adjournment motion by Landis, second by Smith, unanimous.
