The regularly scheduled meeting of the Historic Preservation Commission was called
· to order by Chairman, Teresa Goldsmith at 7:00 p.m.
ROLL CALL was taken. Present: Raab,Marseille, Ya\~an, Goldsmith, Landis,Carson, Smith.

MINUTES from May 12 meeting were approved.
COMMUNICATIONS: Resignation letter from Secretary, Barbara Bogart.
PUBLIC COMMENTS: None.
CONSENT AGENDA: Fraychineaud, Jeff - HPC 9205-05: Door relocation, Sterming Block.
No objections, approved.
NEW BUSINESS:
Pizza Factory, HPC 9205-03: Neon Signage at 1102 Water Street: Applicant not in
attendance. Staff Report by Sepler: neon sign has not been designed in accordance
with the design guidelines, and is non-conforming, exceeding 1 square feet. Smith
asked about color with Sepler confirming its being consistant with the stock OPEN
signs. Committee report (Yawman/Landis): Ya\~an expressed concern over cost of
signs other than stock items and Landis stated that the proportion of the sign to
the opening and to th building was not distractive. Discussion about sign not being
purchased prior to approval, neon is effective enough not to have to be large. Motion
by Raab, seconded by Marseille to accept staff recommendation, as written: the proposed
signage DOES NOT CONTRIBUTE to the Port Townsend Historic District. Vote unanimous in
favor. ComTIittee will look into availability of non-stock neon. Sepler reminded the
Commission that they cannot recommend, only supply more than one supplier's name.
Burrito Depot, HPC 9205-06: Revision of signage at 609 Washington Street: Marseille
stated she had done consultant work at this site but was not now employed, was not
seeking employment; nor involved in the signage. No dissent from Commission or public,
Marseille remained. Staff Report, Sepler-purpose of applicant (who was not in atten-
dance) was to reduce current sign in size to allmv adequate total sign area for a
sandwich-board sign in the future. The proposed Revised signage has been designed in
accordance with the design guidelines in a manner which fulfills their purpose and
intent. No Committee report. ~Iotion Raab, seconded by Smith to accept as contributing.
Unanimous in favor.
Hole in the Wall, HPC 9205-02: Signage at 922 Water Street. Commissioner Smith left
the room stating that her business is adjacent to subject. Applicant not present.
Staff Report, Sepler: proposal to re-install a projecting sign and a sandwich-board
sign. Neitl1er has been designed in accordance with the design guidelines, and are
non-conforming because there are two signs. Sepler explained that the signs were removed
during the winter months when the business is closed and would have to meet current code
~1en re-installed. No public comment and no Committee report. Carson commented that
there is a sign in the window also and he had no issue with the design but with the
excessive signage for a six-foot wide storefront. Discussion of sandwich-board being
awkward, cluttering the area, and excessive ~1en placed only 3 feet from the door.
Color was agreed to be acceptable. Motion by ~1arseille, seconded by Raab that the
proposed sign-board DOES NOT CONTRIBUTE and the hanging sign DOES CONTRIBUTE to the
Port TO\Vllsend Historic District. Unanimous vote in favor of motion. Smith returned
to meeting.

.LD BUSINESS:
Color Guidelines: Presentation by Sepler of Draft Guidelines for Administrative
Approval of Exterior Color Schemes in the Special Overlay Design Review District
and the National Landmark Historic District, and the Fact Sheet on Exterior Paint
Color in the National Landmark: Historic District. Sepler cOrTInented that the goal
was to make it simple at the counter for the public as well as to provide information.
After discussion the following changes were made: Guidelines 2. Change from two to
three exterior colors (body, trim and sash) shall be permitted for frame buildings.
Guidelines 5. Add "or repainted with approved sidewall colors." Motion by Carson,
seconded by Landis to accept Draft Guidelines as amended. Unanimous in favor.
Marseille asked that doors be added to the fact aheet and it was suggested by Sepler
that the Comnissioners look over the Fact Sheet and make comments from which the
final draft can be written.
No further business, the meeting was adjourned.
