MINUTES
Historic Preservation Commission
October 9, 1990
The regular meeting of the Historic Preservation Commission was called
to order by Ann Landis, pro-tern president, at 7:30 p.m.
Present: Ann Landis, Teresa Goldsmith, Mike Yawman, Tom Johnson, Liz
Smith. Absent: Pete Raab, Jean Anderson.
The minutes were read and approved.
Landis reported that she has contacted Kate Austin at the State Office of
Archaeology and Historic Preservation in regards to getting tecmnical assistance
for making 'a survey of buildings within the districts. Austin, in the course of
conversation, urged HPC to pursue certification. Austin and Greg Griffith, Com-
prehensive Planning Specialist, OAHP, will attend the next HPC meeting to discuss
such subjects. It was mentioned that the National Trust has a Preservation
Services Fund which might be a source for funding for survey expenses.
HPC has received a State Historic Preservation Plan Questionnaire which we
are requested to fill out and return by Oct. 22. However, it was decided to
hold it and ask Austin and Griffith for assistance with the questions.
The possibility of establishing a resource library at the Main Street office
for public use and especially for use by those involved in the design process
looks good. It was suggested that HPC should survey materials possibly available
at the Main Street office for Commission use,
HPC has been asked for a certificate of special va.luation on improvements
to the 635 Water Street property by the tax assessor. Our respc>ßsibility is to
determine that the work was done according to District guidelines. We need to
ascertain if the value of the rehab work completed to date equals 25% of the
building's assessed value prior to rehabilitation. If not, a certificate cannot
be issued at this time. HPC members will meet at 12 noon, Oct. 17, to inspect
the preperty.
It was mentioned that a letter was sent to the Mayor in May requesting that
HPC be invelvèd in the sign ordinance revision process. To date, this has not
occured. The latest revision of the Sign Code does not include mention that HPC
is the reviewing body for sign applications for signs within Historic Districts.
This needs to be stated as a part of public information. Yawman will request
that Sherry Robison, director, Main Street Project, include this need in her state-
ment at the Oct. 11 Planning Committee meeting on sign code.
