Historic Preservation Commission
November 27, 1990
The regular meeting of the Historic Preservation Commission was called
to order by Pete Raab, president, at 7:40 p.m.
Present: Pete Raab, Teresa Goldsmith, Liz Smith, Mike Yawman, .Tom Johnson,
and Ann Landis. Rick Sep1er, Planning Department, was present. Guests
included Robison and Warren.
Minutes were approved as written.
The meeting was preceeded by an hour-long discussion of the Secretary of
Interior/State of Washington standards for restoration or renovation within
Historic Districts accompanied by a slide presentation by Steve Mathison,
State Office of Archaeology and Historic Preservation.

Rocky Friedman, owner, Phil Johnson, contractor, and Christopher Carson,
architect, presented preliminary plans for restoring the Rose Theater. After
review, HPC determined that at least one more review would be nècessary. In
order to expedite matters for Friedman, the following motion was voted upon:
"The HPC determined preliminarily that the Rose Theater renovation design will
contribute to the Port Townsend Historic District and that specific recommen-
dations will be forthcoming at the final review. Landis seconded. Motion
passed. Yawman abstained.
HPC turned to old business: Landis reported on the inventory-survey pro-
ject. The consensus is that an inventory questionnaire consisting of 3 sheets
will be developed which will satisfy the needs of three orgasnizations, all of
which want to have informaiton available to them and had planned to do an inven-
tory pròject in the future. Sheri Robison, representing Main Street Project;
Patricia Warren, representing Jefferson County Historical Society, and Landis
have and will continue to collaborate on development of this inventory quest-
ionnaire. They have given thought to how the survey should be comp~ eted and
will continue to consider whether building owners, organization volunteers or
others should be engaged in completing questionnaires.
Procedure required for ensuring that HPC's meetings are published in the
Leader will be investigated.
It was reported that the E. B. Hill building application from John Sudlow
will be completed and in H~C's hands in a week or two. HPC hopes to be able
to complete the valuation process at the next meeting. ..

Sepler reported that the ördinance outlining design guidelines has been
rewritten re HPC's recommendations and will be available for review by Thursday.
This ordinance will be presented to the Planning Commission next Tuesday.

It was decided that a letter be sent to the American Legion recognlzlng
that their building is historic; asking for history and photos and suggesting .
that as a building in an Historic District, as owners, they do have tax benefit
available to them if and when renovation is undertaken. Raabasked that
Marseille draft the letter.
Discussion concerning design philosophy as concerns secondary, possibly
non-significant buildings within the District if an owner chooses to remove
or destroy same. Sepler pointed out that standards state that re~lacement
buildings need to contribute as much to the District as that wkich was removed.
Sepler volunteered to check into preservation law to see what precedents have
been established that might pertain.
Sep1er presented HPC with a letter from the Planning Department concern-
ing restoration of the City Dock Pope Marine Community Center. It is unsafe
to enter the building because seven of the pilings are no longer capable of
supporting it. This is considered an emergency repair and application has been
made for a $15,000 "endangered properties" grant from the State Department of
Community Development. The repair will not alter the appearanee of the build-
ing. Since it is an emergency, the project is exempt from review but renova-
tion plans do follow HPC's prescribed guidelines. Yawman moved .HPC concur with
the Planning Department's letter of Nov. 14. Goldsmith seconded. Motion
unanimously approved.
Yawman stated for the record that he chooses to abstain frøm Rose Theater
project votes because of a personality conflict with one of the participants.
Robison distributed Main Street Christmas calendar posters and invited
members to participate in Christmas activities.

There will be no HPC meeting Dec. 25.
Meeting adjourned by Raab at 9:45 p.m.
