Historic Preservation Commission
February 5, 1991
The regular meeting of the Historic Preservation Commission was called to
order by Pete Raab, chairman, at 7:30 p.m.. It was preceeded by a blueprint
reading workshop.
Present: Pete Raab, Mike Yawman, Teresa Goldsmith, Ann Landis, Tom Johnson,
Christopher Carson, Liz Smith. Rick Sepler, planning department, present.
Guests: Sheri Robison, Patricia Warren, Doug and Nancy Lamay, Amy Hyatt, architect.
Minutes were approved as written.
Raab introduced newly appointed commissioner, Christopher Carson. A
letter from Jean Anderson to the HPC was read.
Sepler provided each commissioner with a copy of an "Appearancé of Fairness"
memo to the City Council of Seattle from their law department with a copy of a
cover memo Sepler recently sent to Keith Harper, City Attorney, asking him for
guidance on the matter of conflict of interest and appearance of fairness as it
applies to HPC members addressing a design review situation. (Copy is attached
to original minutes,) Sepler reminded commissioners that they are entitled to
abstain at any time for any reason. The question of the secretary, not a voting
member, participating during a review was explored. The suggestion was made that
the chairman should do whatever seems appropriate to him.
Prior to review of new construction at Water and Monroe Streets, Raab and
Carson excused themselves. Discussion ensued as to whether they could or should
stay or leave. It was stated that technically the mere presence of someone with
a conflict of some sort has the potential to impact the decision-making process.
Raab elected to leave and Carson to stay. Landis chaired in Raab's absence.
Since a tape recorder was not available for transcribing the review, Dough
notes of much of the proceedings have been transcribed and are attached to the
original filed minutes. The applicants were requested to respond to the "Draft
Recommendations of the! Commission" for application 9101-01 (attached) and also
to provide a color rendering in 1/8" scale indicating shade and shadow of the
Monroe and Water Street facades showing doors in the center of the retail store-
fronts on the Water Street side and also a tIt scale rendering of a typical window
unit., . Smith moved that the review be continued until Feb. 26. Yawman seconded.
Vote was unanimous, Propane Tank Placement review was concelled.
A preapplication consultation of the design for a rebuilt gazebo in Chetzemoka
Park was the next order of business. Since nothing of the original structure could
be saved, the opportunity to create a building that is more structurally sound
exists. The HPC recommended the following: Balusters that conform to City code
and that are simple and vertical in design; new decking and ceiling to conform

to pattern of damaged floor; brackets to appear like original ones with original
applied decorative trim; shingle roof; a structurally sound building but with .
essentially the same appearance as before - not obviously a timberframe constru '.
Raab stated that he has been asked to construct a cement retaining wall
incorporating benches in front to the entrance to the library and asked HPC if
design review would be necessary. Answer was no and Sepler is to draft a letter
stating that it is not subject to the Commission's approval.
HPC was reminded that the next meeting is Feb. 7, only one week away.
Goldsmith moved the meeting be adjourned at 10:40. Smith seconded. Vote
unanimous.

Prior to review of the Lamay new construction at Water and Monroe Streets,
Carson stated that he had had a conversation with Nancy Lamay concerning the
possibility of being hired as the architect for the project but, because of
current job commitments, turned it down. He did not excuse himself as
stated above.
