MINUTES
Historic Preservation Commission
May 28, 1991
All proceedings taped.
The regular meeting of the Historic Preservation Commission was called
to order by Teresa Goldsmith, chairman, at 7:00 p.m.
Roll call was taken. Present: Christopher Carson, Teresa Goldsmith,
Tom Johnson, Ann Landis, Pete Raab, Liz Smith, Mike Yawman. Rick Sepler,
Planning Department, present. Guests: John Clise, Pam Clise, James Klontz,
Mark Johnson, James V. Gonzales, Patricia Warren.
Minutes from the May 14th meeting were read. Smith moved and Raab
seconded that they be accepted and amended as follows: Ann Landis, Commissioner,
was alsopresertt.
No communications. Sepler introduced the new planning assistant for
HPC, Kimberly Biss.
No consent agenda.
No public comment.
New Business
John Clise: Remodel second floor of Aldrich's to residential use.
Pete Raab excused himself.
Staff review: Sepler noted that review is mandatory and compliance
voluntary. The building has been designated secondarily significant by the
Secretary of the Interior. Conclusion was that the proposed plan contributes
to the Historic District.
Pulic testimony. Clise was asked how the stairwell is to be supported
and finished underneath and what about balusters for the stairway? None
were indicated on the drawing and it was noted that they will be required
in order to meet the building code. Clise did not have a definite answer
concerning the stairwell but suggested plain vertical balusters would be
installed.
Committee Report (Carson/Johnson); Suggested.that the area beneath the
stairs be an open structure since there are architectural precedents in

Port Townsend. Committee found that the design contributes to the District.
Commission Discussion and Conclusion: Carson moved and Landis seconded
that the proposed plan to remodel Aldrich's second floor contributes to the
Historic District with the condition that a sketch of details refining the
plan be prepared. Uanimous apþl'ovål.l.wmth ohe absent.
Raab returned.
El Sarape: Signage
Staff Review: Since no representative from El Sarape ·was present, it
was suggested that review be postponed. However, after discussion, it was
decided to take a fine-minute breakj request that an El Sarape representative
appear later that same evening and set up for a pre-applicatiøn conference
concerning the Bay Vista II condominium project.
Bay Vista II Condo project - Mark Johnson.
Pre-application review.
It was noted that the proposed structure is in the Bluff Narrows District
and thus is subject to voluntary review and voluntary compliance. After
reviewing many possible designs and considering many suggestions, it was
suggested to Johnson that only abstract proportion studies - not detailed
drawings - based on what was d'SÇussed, be brought to the next pre-app
session.
El Sarape: Signage
Staff Review: Sepler noted that review and complianee are mandatory.
Review included considering two new window signs and the repainting of the existIDgg
projecting sign. The guidelines were found to conform where aþplitable except
for the fact that there will be three signs rather than the øne stated by code
as the limit. Staff conclusion was that the proposal c(mtributes to the District.
Public Testimony~ It was noted that nothing new is being introduced -
What was there is simply being repainted.
Committee Report (Landis/Yawman): It was stated that the script-style
lettering used for the window signs (already in place) is not appropriate
to the architecture of the building and its period. Simple~ sans-serif letter-
ing was suggested instead. It was suggested that the window signs be painted
on the glass rather than be hanging wooden signs. The committee felt that
the color choice can be improved to enhance the building.
Commission Discussion and Conclusion: Raab moved and Carson seconded
that the existing projecting signage and proposed windQw signs contribute
to the Historic District as conditioned below. Sarson seconded.
Conditions:
1) A plan for window signage to be applied directly to the window
surface shall be submitted and approved by the HPC.
2) The temporary window signs shall remain in place only until permanent

signage is erected.
3) Background color shall be submitted to designated representatives
of the HPC for final review.
It was suggested that the background for the hanging, projecting sign
be the neutral color now existing on panels below the front windows.
These conditions requiring approval will be consent agenda items.
The motion was approved anånimously.
Announcements
The next regular meeting of the HPC will be Wednesday, June 12, at
7 p.m. There will be an informal but public meeting to work on guidelines
for new construction in the Historic District Tuesday, June 18, at 6 p.m.
at Raab's home (a pizza meeting).
It was suggested that the commissioners read the Main Street material}
on signage in preparation for an upcoming workshop on the subject and as a
possible handout for Vane and Kronquist.
Smith moved and Landis seconded that the meeting be adjourned. Approved
unanimously at 9 p.m.
