July 23, 1991
All Proceedings taped.
The regular meeting of the Historic Preservation Commission was called
to order by Teresa Goldsmith, chairman, at 7:05 p.m.
Roll call was taken. Present: Teresa Goldsmith, Tom Johnson, Pete Raab,
Liz Smith. Absent: Christopher Carson, Ann Landis, Mike Yawman. Rick Sepler,
Planning Ðepartment, present. Guests: Patricia Warren, Kim Unbedacht, Ruth
Skogman, Les Skogman, Wes Thompson.
Minutes from the July 9 meeting were read. Smith moved and Raab seconded
that they be approved. Vote was Qnanimous with three absent.
New Bttsiness
Memorial Field Fence: Sepler gave a staff report concerning replacement
of the fence. At this point, the sidewalk on Monroe is being undercut to the
point where it has become a safety issue. The sidewalk is closed, making the
fence construction an emergencyyrepair, exempting the project from design review.
Nevertheless, the design plan for the construction was presented, and terracing
(1 ft. up, 3 ft. in) of the slope was presented. After discussion, Smith presented
a committee report that the proposed design is in line with Ðistrict guidelines
and encouraging the development of the tiering concept. After more discussion,
Sith moved and Johnson seconded that the proposed design does contribute to
the Historic District and that the Commission recommend that the embankment
be tiered. Vote was unanimous with three absent.
Randal's Restaurant & Tea House: Signage
Pre-application conference
Staff report: It has been pointed out that the Palace Hotel has two
public entrances and that this influences the sign computation. Both Palace
Hotel and Tea House signage need to be considered, and since allowance for
signs was not known at the time of the conference, no definite conclusions
could be reached.
Randall's design for signage was presented. Square footage allowable
was to be determined the next day by staff. Ðiscussion concerning the hotel
signage revolved around problems with the trees blocking visibility and the
fact that signs above the first floor do not comply with the guidelines for
the Ðistrict. It was suggested that a linear sign above the first floor
transom windows with a slight "V"-shaped projection would be within the g1Í1ide-
lines. Sepler will suggest to the Park Board that trees along Water Street

need trimming periodically.
Old Business
It was decided that the August 27th meeting will be devoted exclusively
to color review guidelines. Carson has submitted his thoughts. Main Street
and the Jefferson County Historical Society are working on recommendations for
the Commission to consider.
Guidelines for New Construction: Lengthy discussion ensued concerning the
difficult~es involved in communicating guidelines that are clear and understandable
and yet not too restrictive. It was decided to produce another draft. Commiss-
ioners were requested to give Sepler feedback on an individual basis before
the next meeting.
Agenda for August 13th meeting was reviewed.
Smith moved and Raab seconded that the meeting be adjourned. Vote was
unanimous with three absent. Meeting adjourned at 9 p.m.
