Historic Preservation Commission
Ocotber 22, 1991
All proceedings taped.
The regular meeting of the Histùttc Preservation Cdmmission was
called to order by Pete Raab in the absence of chairman ~QJdsmith.
Roll call was taken. Present: Christopher Carson, ðnn Landis, Pete
Raab, Liz Smith, Mike Yawman. Absent: Teresa Goldsmith. Guest: Patricia
Warren.
Minutes were read. Smith moved and Yawman seconded that the minutes
be approved. Unanimously approved with one absent and one vacant position.
Communications
Sepler noted that HPC is scheduled to meet December 24, Christmas eve.
It was decided to cancel the meeting. He also mentioned receiving a hpone
call from a resident asking for the name of a plumber knowledgeable re 100-
year-old plumbing. Recommendations were made by commissioners, noting that
HPC cannot officially endorse a specific tradesman.
Keith Jackson has contacted the Planning Department concerning replace-
ment of windows in the Victorian Square Building. He is working with Puget
Power on selecting thermally efficient upgraded windows. Commissioners
determined that this would be beyonq normal maintenance and so would be
sub_iect~ó;:rYi_~~ . 4á~kson' ~project will be scheduled for November 12.

Place. Review is also scheduled for November 12.
New Business
District color palette: Sepler reported that, in examination of the
guidelines developed by the National Trust for the downtown District, he
discovered that, as worded, only trim colors are specified. He asked that
body colors be officially specified as well.
Public testimony: Patricia Warren, representing the Jefferson County
Historical Society, requested that review should always occur where there
is a large, unbroken facade, and that one of the guidelines state that brick
currently in a natural state is not to be painted. During discussion, the
idea of having a separate set of color guidelines for the older, wood sided
buildings might be wise.
Commission discussion and conclusion: After discussion, the commissioners

3) develop an approved palette in the form of a wall chart representing
locally purchasable paint brands and apprinted hand-out detailing paint
color numbersoon the chart and 4) possibly develop a wall chart and hand-out
suggesting schemes and/or colors that work well together. There was also
discussion re compiling kits of chips provided by the paint companies which
could be sold for a nominal sum to applicants. Sepler will work on putting
together the guidelines and how-to sheets and Marseille will work on charts,
interfacing with paint companies. It is hoped to have the entire project
in place by spring.
Budget: Commissioner examined the budget and expenditures to date,
with an eye toward budget request for '92 to Council. After diseussion,
it was decided that Yawman, representing the commissioners, would work out
details with Sepler, being sure to include adequate staff time.
Old business: It wasnnoted that an advertise:.,.ment asking før appli-
cations for appointment to the HPC has appeared.in the Leader and that th@
mayor will soon be making an appointment. It was decided, after discussioø,
that if commissioners choose to do so, recommendatíóns for Marseille as
commissioner should be sent on an individual basis.
Announcements: Agenda for November 12 was discussed. Packets will
be available next Tuesday for review committee members.
Yawman moved and ~mith seconded that the meeting be adjourned.
Unanimously approved with one absent and one vacant position at 8:40 p.m.
