CITY OF' PORT TOWNSEND Port Townsend Planning CODlDlission July 1, 1977 Honorable Mayor City Council Members City of Port Townsend Gentlemen: At the regular June 30, 1977, meeting of the City Planning Com- mission, the following requests were heard and r~G~endations made: APPLICATION NO. 150 - Molly W. Matyas, Rt. 1, Box 167 I Request for Conditional Use Permit to convert a home at 24th and Kuhn Streets into a day care center. This was tabled pending fire and health department approval and receipt of other perti- nent information. APPLICATION NO. l42B - T. F. Belgard 333 Benedict Street PUBLIC HEARING. ~equest to rezone from M-I to C-II an area bounded by Jefferson Street on the North; Kearney Street on the East; Washington Street on the South; Benedict Street on the West. The public was invited to attend and to participate in the hearing, which was taped. No one appeared in opposition. The Commission voted unanimously to recommend to the City Council the request be approved, since it is in keeping with the Compre- hensive Plan and surroundinç property use and serves the best interests of the City as a whole. PROPOSED MOBILE HOME PARK TOWNE POINT PLANNED UNIT DEVELOPMENT PUBLIC HEARING. Commonly known as that property lying to the Northwesterly of Discovery Road and Rosecrans Street. The public was invited to attend and to participate in the hearing, which was taped. Having presented his original plans to the ad hoc Committee for approval, Bob Sahli proceeded to present an alternate plan to the City Planning Commission. The Commission and City Engineer determined the alternate plan would require a review by the ad hoc Committee and another hearing by the City Planning Commission. Loss of time being a factor, Mr. Sahli opted for his original plan. . . SAN JUAN ESTATES Proposed Subdivision - Fisher Construction, Inc. San Juan Avenue and Admiralty PUBLIC HEARING. ?reliminary plans for the 53 lot development were approved by the ad hoc Committee. The commission voted unanimously to recommend to the City Council approval of preliminary plans, since they control density and are in the best interests of the City. MINUTES OF THE PORT TOWNSEND PLANNING_COMMISSION OF JUNE 30, 1977 Chairman Marsh called the meeting to order. Members present: Marsh, Wightman, Smith, Campbell, Rice~ also present, City Councilman Jim Wilson. The minutes of May 26 and June 9, 1977, were approved. In reply to Chairman Marsh's letter requesting the hiring of a City Planner (at least part time), the City Council approved of funds for this purpose. City Engineer Roger French will endeavor to have the position of part time City Planner filled by the next regular meeting of the City Planning Commission. APPLICATION NO. l49 - William L. Short, Jr. l158 Van Ness Request to rezone from P-I to C-II property located at Railroad Sub- division, Blocks 36 and 70 (north of Highway), all lots, Section 11, 30 N, Range lW. A public hearing was set for July 28, 1977. APPLICATION NO. l50 - Molly W. Matyas Rt. l, Box 167 Request for Conditional Use Permit to convert a home at 24th and Kuhn Streets into a day care center. Since Ms. Matyas was not present, Smith/Wightman moved this be tabled pending fire and health department approval and the receipt of information regarding parking, fencing, etc. The secretary was instructed to write a letter to the City Fire Chief regarding inspection of this property. VOTE: yes 4 no 0 APPLICATION NO. l42B - T. F. Belgarde (Revision of Applic. No. l42) 333 Benedict Street PUBLIC HEARING. Request to rezone from M-I to C-II an area bounded by Jefferson Street on the North; Kearney Street on the East; washington Street on the South; Benedict Street on the West. Hastings 2nd Addition, Blocks 70, 7l, 72, and l68. The hearing was taped. Mr. Belgard was heard in his' behalf. Surrounding property owners present who stated their approval: Carl DeLeo, Ernie Callahan, Julian Arthur. No one appeared in opposition to the request. After discus- sion, Wightman/Campbell moved to recommend to the City Council the request be approved, since it is in keeping with the Comprehensive Plan and surrounding property use and serves the best interests of the City as a whole. Scott Digby of Triad Associates added further information. It was determined by the Commissioners and City Engineer French the alternate plan would need to be reviewed by the ad hoc Committee, followed by another public hearing by the City Planning Commission. Since loss of time was a factor, Mr. Sahli said he would go with the original plan. No one appeared in opposition to the PUD. City Engineer French interjected the following comments: (1) formation of a Board of Directors of the Association should be clarified (2) use of the term "manufactured homes", by the developers, would seem to leave the impression the homes are modular, rather than mobile homes, (3) garage or carport must be erected in accordance with building and fire codes. Rice/Smith moved to recommend to the City Council the original plan of 187 units be approved, as it complies with the Comprehen- sive Plan and City zoning Ordinance for PUD. Preliminary plans for the 53 lot development were presented to the ad hoc Committee and approved. Lee Darn was present to represent Fisher Construction, Inc. After discussion and review, Campbell/Smith moved to recommend to the City Council approval of preliminary plans, since they control density and are in the best intere~ts of the City.
