Gentlemen:
At the regular October 27, 1977 meeting of
the City Planning Commission the following
requests were heard and recommendations made:

APPLICATION NO. l37-l47B - Augusts Ozols
P.O. Box 116
PUBLIC HEARING. Rezone request for property
located at Tx. 146, Section 2, Township 30 N,
Range lW; cross at "F" Street. Rezone f~Dm
R-I to R-II, for the purpose of building a
Four-Plex. The hearing included a claim that
the r$quest had been changed to a Three-Plex,
or Tri-Plex Building.
There was a discussion on Spot Zoning versus
Area Zoning. A motion to recommend a denial
to the City Council was made and for three
reasons the motion was carried: 1) Because
the area is too small for adding tþree-resi-
dence traffic, 2) that the building would not
be compatible to the surrounding land and 3)
a Tri-Plex there would not be consistent with
the Comprehensive PlaI?:'
VOTE: Unanimous Decision - Yes

MINUTES OF THE PORT Ta'I~SEND PLANNING COMMISSION OF OCT. 27, 1977

Chairman Marsh called the meeting to order. Members present: Rice,
Smith, Campbell, Marsh, Wilson, Jonathan Dudley (new member as of
this meeting) and Wightman. Full Board was present. Reading of the
minutes of the September 29, 1977 meeting was dispensed with and the
minutes were approved. Roger French, City Engineer, and Glenn
Abraham, City Attorney, were present.

Chairman ~larsh announced that the Public Hearing for Application
No. l37-147B was set for $:00 PM.
Chairman Marsh stated that he would like to request that he attend
the November 1, 1977 City Council meeting to request that the item
in the budget be approved that concerns the Commission. $10,000.00
(Ten T~ousand Dollars) has been budgeted for a Contract City-Planner.
The Planner would commence work on January l, 19~ and would be asked
to update the City Comprehensive Plan and Zoning. The Planner would
meet with the Commission at their Wqrkshop sessions. A motion was
made and carried that Chairman Marsh attend the City Council meeting
to make the request.
VOTE: Unanimous Decision - Yes
APPLICATION NO. 7710-01 - Sharon and Dallen Bounds-
100$ - 12th Street
Street Vacation between 12th and 13th Street, effecting Blocks 78 and
73, Eisenbeis Addition. Reasons are l) The unopened street has no fu-
ture usefulness as a right of way, 2) the property owners willingly
grant all future underground easements for utilities to the City, and
3) the~ service routes currently being used for public service routes
and garbage collection, etc., are Cleveland Stree~ (above Block 78)
and Gise Street (below Block 73) and 4) the future site of v!ilson
Street between 12th and 13th Streets is now an elevation of approx.
"7 feet from 12th Street which would be a difficult visual extrance
to 12th Street.
During the discussion Mrs. Bounds described the situation as it is
now and will be in the future, mentioning the elevation, the sur-
roundings.
It was moved to table this application until such time as the
Planner works out a I~aster Plan. It was agreed that it would
fair to the applicant as the Planner must begin in that area.

A follow-through discussion designated that the City Planner must
begin working in this area and that when a Public Hearing is sche-
duled before the Kaster Plan is published, ¥æs. Bounds will be noti-
fied.

be compatible to the surrounding land and 3) a Tri-Plex there would
not be consistent with the Comprehensive Plan.

SHORT PLAT ORDINANCE: It was suggested by Chairman Marsh that a
letter to the Mayor and City Council be written requesting that a
moritorium on street vacations be observed until such time that a
Master Plan be completeà. A motion was made and carried.
VOTE: Unanimous Decision - Yes
Then followed a discussion of the City Ordinance which was directed
by City Attorney Glenn Abraham. Many standards to be set for this
. Ordinance were discussed and it was decided that an amendment to the

The review of necessary additions covered minimum size of subdivi-
sions, irregular instances in the city not covered by the county
ordinance, expenses to landowners in the city because of sewer and
water requirements, survey requirements, variety of road widths
and pavings. Suggested additions are a Section defining short and
"long plats, history of the Comprehensive Plan, review of cases that
have resulted in other agencie~ being involved; i.e. Shorelines Man-
agement Act, with applicant assuming full responsibility, variances
and eligibility for variances, the roles of the Planning Commission
and City Clerk in the enactment of the Ordinance.
Marsh suggested that the City take up no further Short Plat appli-
cations until the Ordinance is completed. Mr. Abraham agreed to
this and it is hoped that a final draft can be prepared for the City
Counc~l and City Planner Office immediately.
The following meetings for November were scheduled. November 8 -
Steering Committee. Full Commission, a Workshop - November 17.
The regular meeting for November-December was set for November 28.
Jonathan Dudley was appointed official representative to attend a
State convention in Spokane on "Local Planning".
