At the regular February 22, 1979, meeting of the Port Townsend Planning
Commission the following requests were heard and recommendations made:
Application No. 7808-01 Barbara Donovan
3000 Dundee Circle
Birmingham, Alabama
Final Plat Approval; The commission voted unanimously to recommend to the
City Council final approval of the Donovan Short Plat.
Application No. 7810-02 Warren Murdock
16821 Livorno Dr.
Pacific Palisades, CA
Request to rezone from R-I to R-lll property located at Beech & B Streets.
The commission voted unanimously to make the following recommendation to the
City Council;
Whereas, this resone request is in compliance with the goals and policies of
the City Comprehensive Plan, and;
Whereas, th~ rezone is in the public interest, and;
Whereas, a final Declaration of Non-Significance has been issued pursuant to City
Ordinance No. 1759 and R.C.W. 43.2lC, and;
TWhereas, a public hearing was held February 22, 1979,
Now, Therefore, Be It Resolved, that the City Planning Commission recommends to
the City Council that Application No. 7810-02, a request for a rezone from
R-l to R-lll, be approved subject to the conclusion of the recording of a
Declaration of Restrictive Covenants.
Application No. 7901-01 Ruth Short
1158 Van Ness
Port Townsend, WA
Request to short plat Tax Lot 1 on the easterly side of Discovery Road. The
Commission voted unanimously to make the following recommendation to the City
Council:
Whereas, this short plat is not in compliance with the Comprehensive Plan
because the Comprehensive Plan does not state any goals or policies for this
ordinance, and;

Whereas, the proposed short plat is in compliance with Ordinance No. 1806, and;
Whereas, the proposed short plat would be in the best interest of the City of
Port Townsend, and;
Whereas, recommendations have been recieved from all department heads of the
city, and;
Whereas, a public hearing was held February 22, 1979,
Now, Therefore, Be It Resolved that the Planning Commission recommends that the
City Council grant preliminary plat approval to Application Nb. 7901~01 subject
to the following special condition:
That the property o~~er and or owners convey enough property to the City of Port
Townsend along the parcel of land being short platted to make that portion of
the southerly half of Discovery Road adjacent to the short plat thirty feet
from the centerline of the existing Discovery Road.

Eisenbeis Addition. The commission voted to recommend to the city council denial
of this request as it does not comply 1~th Items 1 thru 3 of Section 5.20 of
Ordinance No. 1802.

commission voted to recommend to the city council denial of this request as it

CHAIRMAN SMITH CALLED THE MEETING TO ORDER. MEMBERS PRESENT KILHAM~ MARSH~
SMITH, CAMPBELL~ DUDLEY AND WILEY. HENDERSON. WAS EXCUSED. ALSO PRESENT WAS
ROGER FRENCH, CITY ENGINEER.
MINUTES FROM THE JANUARY 25~ 1979 MEETING WERE READ AND APPROVED.
CORRESPONDENCE: A LETTER WAS RECIEVED FROM OREGON STATE UNIVERSITY ANNOUNCING
A WORKSHOP ON "COMMUNICATION THROUGH COUNSELlNG"~ TO BE HELD ON APRIL 16~
~979. A~YONE INTERESTED WAS TO CONTACT THE SECRETARY.
MOTION BY MARSH/CAMPBELL THAT SINCE ALL MEETINGS ARE NOW BEING TAPED THE
SPEAKER WILL ADDRESS THE CAHIRMAN WHO WILL RECOGNIZE EACH SPEAKER BY NAME.

CUNNINGHAM STATED THAT THIS REZONE DOES COMPLY WITH THE COMPREHENSIVE PLAN
AND ALSO RESTRICTIVE COVENANTS LIMITING DWELLING UNITS TO FORTY WILL BE
RECORDED. CHAIRMAN SMITH CALLED FOR TESTIMONY AGAINST THE APPLICATION.
A LETTER WAS READ FROM KRIS DEWEESE ASKING THE COMMISSION TO EITHER DENY OR
TABLE THIS REZONE REQUEST UNTIL THE COMPREHENSIVE PLAN REVIEW PROCESS
IS COMPLETED. STEVE HAYDEN WAS RECONGIZED AND STATED THAT HE HAS RESERVATIONS
AS TO WHETHER THE PROPOSED RESTRICTIVE COVENANTS ARE REALLY RESTRICTIVE SINCE
THEY DO NOT SPECIFY ONE BEDROOM OR THREE BEDROOM UNITS. LARRY DENNISON
WAS RECOGNIZED AND REQUESTED THAT THE APPLICANT MAKE APPLICATION FOR A
PLANNED UNIT DEVELOPMENT AND EXPRESSED CONCERN THAT THE OTHER ADJACENT
PROPERTY OWNERS WILL MAKE SIMILAR REQUESTS IF THIS APPLICATION IS
APPROVED. RICK DENNISON WAS RECOGNIZED AND ENCOURAGED THE COMMISSION TO
DISCOURAGE THIS REZONE REQUEST UNTIL THE COMPREHENSIVE PLAN SURVEY IS
COMPLETED AND WE KNOW WHAT THE PEOPLE WANT IN THEIR COMMUNITY.

MRS SHORT WAS PRESENT AND EXPLAINED TO THE COMMISSION THAT BECAUSE SHE
FAILED TO SHORT PLAT THE PROPERTY THE ASSESSOR WOULD NOT RECOGNIZE THE
SALE OF A HOUSE ON THAT PROPERTY AND SHE IS STILL PAYING TAXES ON THE
WHOLE PARCEL. THERE WAS NO ONE PRESENT TO SPEAK AGAINST THE APPLICATION.
THE COMMISSION ASKED MRS SHORT IF SHE WOULD BE WILLING TO DEDICATE TO THE
CITY ENOUGH PROPERTY TO HELP ESTABLISH A RIGHT OF WAY ALONG DISCOVERY
ROAD. MRS SHORT SAID SHE WOULD AGREE TO THAT.

WHEREAS~ THIS SHORT PLAT IS NOT IS COMPLIANCE WITH THE COMPREHENSIVE PLAN
BECAUSE THE COMPREHENSIVE PLAN DOES NOT STATE ANY GOALS OR POLICIES FOR THIS
ORDINANCE~ AND;
WHEREAS~ THE PROPOSED SHORT PLAT IS IN COMPLIANCE WITH ORDINANCE NO. 1806~
AND;
WHEREAS~ THE PROPOSED SHORT PLAT WOULD BE IN THE BEST INTEREST OF THE CITY
