"'PORT TOWNSEND, WAIIHI.ON 9B3&8 e CITY OF PORT TOWNSEND Port Townsend Plannin~ Commission MARCH 30, 1979 HONORABLE MAYOR CITY COUNCILMEMBERS CITY OF PORT TOWNSEND AT THE REGULAR MARCH 29, 1979, MEETING OF THE CITY PLANNING COMMISSION, THE FOLLOWING REQUESTS WERE HEARD AND RECOMMENDATIONS MADE: APPLICATION NO. 7902-01 LOWELL HASKINS REZONE 2321 WEST WASHINGTON BLVD. MARINA DEL REY, CA REQUEST TO REZONE THOSE HALF BLOCKS LYING SOUTH OF BLOCKS 313 AND 312 EISENBEIS ADDITION. TAX LOTS 24 AND 25 FROM R-1 TO P-1. THE COMMISSION VOTED 4 TO 1 TO MAKE THE FOLLOWING RECOMMENDATION TO THE CITY COUNCIL: WHEREAS, THE REZONE IS IN THE PUBLIC INTEREST, AND; WHEREAS, THE REZONE WILL NOT CREATE UNDUE ADVERSE EFFECTS UPON ADJACENT ROADS, UTILITIES OR NEIGHBORING PROPERTIES, AND; WHEREAS THE REZONE IS IN COMPLIANCE WITH SEPA GUIDELINES AND THE CITY OF PORT TOWNSEND SEPA ORDINANCE, AND; WHEREAS, NO ADVERSE TESTIMONY FROM THE AUDIENCE NOR IN WRITING WAS PRESENTED, AND; WHEREAS, A PUBLIC HEARING WAS HELD MARCH 29, 1979, NOW, THEREFORE, BE IT RESOLVED THAT THE CITY PLANNING COMMISSION RECOMMENDS TO THE CITY COUNCIL THAT APPLICATION NO. 7902-01, A REQUEST FOR A REZONE FROM R-l TO P-1 BE APPROVED SUBJECT TO A PROPOSED NEGATIVE DECLARATION OF NON-SIGNIFICANCE BE ISSUED BY THE CITY COUNCIL. APPLICATION NO. 7902-02 GERALD HICKENBOTTOM CONDITIONAL USE PERMIT 1818 LANDES PORT TOWNSEND REQUEST TO BUILD A DAY CARE SCHOOL AT 32ND AND HANCOCK STREETS. THE COMMISSION VOTED UNANIMOUSLY TO MAKE THE FOLLOWING RECOMMENDATION;THAT THE CITY COUNCIL GRANT APPROVAL OF THIS REQUEST FOR A CONDITIONAL USE PERMIT. APPLICATION NO. 7903-02 ROBERT TYLER SR. STREET VACATION 1430 BEECH PORT TOWNSEND STREET REQUESTED FOR VACATION BEECH STREET BETWEEN N AND 0 STREETS. THE COMMISSION VOTED UNANIMOUSLY TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THIS REQUEST AS IT COMPLIES WITH ITEMS 2 THRU 6 OF SECTION 5.20 OF ORDINANCE NO. 1802. MEMBERS PRESENT, MARSH KILHAM, SMITH, WILEY, HENDERSON, CAMPBELL. DUDLEY WAS EXCUSED. ALSO PRESENT ROGER FRENCH, CITY ENGINEER AND DAVID GOLDSMITH, COUNTY PLANNER. MINUTES FROM THE FEBRUARY 22, 1979 MEETING WERE READ AND APPROVED. CORRESPONDENCE: A LETTER WAS RECEIVED FROM OREGON STATE UNIVERSITY ANNOUNCING A MANAGING INTERPERSONAL CONFLICT WORKSHOP TO BE HELD ON MAY 25TH IN BELLEVUE. ANYONE INTERESTED WAS TO CONTACT THE SECRETARY. OLD BUSINESS: PUBLIC HEARING APPLICATION NO. 7902-01 LOWELL HASKINS REZONE 2321 WEST WASHINGTON BLVD. HE TOLD THE COMMISSION THAT THE APPLICANT WOULD LIKE TO BUILD A TWO STORY STRUCTURE WITH SAILMAKING UPSTAIRS AND OFFICES DOWNSTAIRS. THE APPLICANT FEELS THAT THIS WOULD BE A GOOD BUFFER BETWEEN THE INDUSTRIAL AREA AND THE RESIDENTIAL AREA IN THA NEIGHBORHOOD. THERE WAS NO TESTIMONY AGAINST THIS APPLICATION. APPLICATION NO. 7903-01 FRANK HILLIER 2860 PEARY AVE PORT TOWNSEND STREET REQUESTED,FOR VACATION, PEARY AVENUE FROM VACATED CALUMENT THRU VACATED CLAREMONT. CAMPBELL MOVED TO RECOMMEND DENIAL OF THIS APPLICATION. THERE WAS NO SECOND. THE MOTI ON WAS RESC I NDED. KI LHAM/WI LEY MOVED TO TABLE THIS APPLICATION UNTIL THE NEXT MEETING. VOTE 5/YES O/NO DAVE GOLDSMITH REPORTED TO THE COMMISSION THAT 975 SURVEYS HAVE COME BACK TO DATE, AND ABOUT HALF OF THE RANDOM SAMPLE HAS COME BACK. THE SHORT COURSE IN LOCAL PLANNING WORKSHOP WILL BE HELD APRIL 18TH FROM 7-11. THE WORKSHOP ON CONTRACT ZONING WILL BE POSTPONED UNTIL MAY. THE MEETING WAS ADJOURNED.
