RESOLUTION NO. 12-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON APPROVING EXPENDITURES FROM THE 2010 LIMITED TAX
GENERAL OBLIGATION BONDS FOR MOUNTAIN VIEW SWIMMING POOL
CAPITAL PROJECTS
RECITALS:
A. The 2010 capital bond earmarked $120,000 for a sidewalk capital project. The project was
accomplished by a private developer which freed up the $120,000.
B. By Resolution 11-024 (Sept. 6, 2011), Council authorized approximately$73,000 from this
$120,000 amount to be transferred to the Fort Worden Life Long Learning Center Public
Development Authority(FWPDA) for Building 202 rehabilitation. Council rescinded
Resolution 11-024 by Resolution 12-006 (February 21, 2012). Separately, $47,000 that was
expensed, and did not come from capital funding, for FWPDA startup costs, is available from
the 2010 capital bond, for a total of$120,000 ($73,000 plus $47,000).
C. The City recently obtained a report from KJ Design on conditions and assessment at the pool.
The report recommends a number of immediate needs and other matters calling for urgent
attention. The City Manager has recommended up to $120,000 from the 2010 bond be used
to address pool issues.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Manager is authorized to enter into capital repair and construction agreements to
address urgent and immediate conditions at the Mountain View pool, not to exceed
$20,000.
2. Funding would come from the 2010 capital bond funds (that were originally set aside for
a sidewalk project in the amount of$120,000).
3. Further expenditures would be subject to City Council approval, giving consideration to
(among other things) progress on securing a lease extension with or transfer from the
School District that would justify additional expenditures.
4. The City Manager shall keep the City Council informed as to progress on repairs and
expenditures.
