RESOLUTION NO. 12-008
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON CONFIRMING THE CITY MANAGER'S RECOMMENDATION AND
DIRECTION TO REORGANIZE THE CITY'S ORGANIZATIONAL STRUCTURE TO
ALLOW FOR A MORE SUSTAINABLE ORGANIZATION PLAN
RECITALS:
A. This Resolution endorses the City Manager's proposed structural changes to City
Departments.
B. The City Manager's October 13, 2011 Budget Memorandum presented with the proposed
2012 budget included a number of actions to address challenges facing the City. One
such action was the City Manager's recommendation to reorganize the City's
organizational structure to allow for a sustainable organization plan. The recommended
new organizational model for implementation beginning in 2012 was outlined in
connection with the Council's review of the proposed 2012 budget, as well as with the
Budget and Finance Committee.
C. While management changes can be implemented immediately by management directive,
Council determines it appropriate to endorse the proposed structure.
D. As set forth in the Budget Memorandum:
"This new model is designed to position the City to face what many are referring as
the"new normal." A graphic representation is attached to this memo and is presented
in the 2012 Budget Overview. [Note: The current version of the proposed structure
is attached to this Resolution. It is substantially similar to the one attached to the
Budget Memorandum.]
"The following is a general outline of the recommended actions:
• Move DSD [Development Services Department] from the General Fund
to Community Services Fund
• Move Planning from the General Fund to Community Services Fund
o Name current DSD and Planning Director as Director of
Community Services
o Add GIS from Public Works Administration to be a part of
Community Services - Planning
• Move General Fund - Facilities to Community Services Fund
• Create a Public Safety Fund
o Move Police from General Fund to Public Safety Fund
■ Report Public Safety Sales Tax to Public Safety Fund

■ Show payment for Fire Suppression Costs of Utility as a
payment from Public Safety Fund
o Close and move Fire EMS Funds to the Public Safety Fund
■ Report Special Levy to Public Safety Fund
o Report PW/Engineering as an Engineering Enterprise Fund:
Engineering staff and program will be managed by a management team
consisting of City Manager, Finance Director, Public Works Director,
and Community Services Director
"The stated benefits of these actions are summarized as:
1. Consolidates 8 Departments into 6
2. Stabilizes overhead and payroll
3. Evenly distributes/spreads workload
4. Reduces middle management
5. Allows more timely coordinated and cost effective management of capital
projects
6. Development review costs can be more accurately assigned
"As stated before, the 2012 Budget contains the beginning steps in this
reorganization. Some of this will be implemented by separate ordinance during 2012.
Management changes, however, can be implemented immediately by management
directive."
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Port Townsend as follows:
1. The City Council endorses the City Manager's proposed structural changes to City
Departments as outlined in the attached Proposed Structure. As necessary, the City
Manager shall present ordinances and/or resolutions to the City Council that
implement the Proposed Structure.
2. Pending adoption of required implementing ordinances and/or resolutions, the City
Council confirms the following designations:
a) Public Services (with responsibility over Development Services, Community
Services, and Planning) - Rick Sepler as Director. He shall continue to serve
as the Director of Development Services and Planning Director and perform
the functions and duties of those offices as currently defined in the Port
Townsend Municipal Code(including any amendments and/or otherwise as
directed by the City Council) until such time as those positions may be
separately filled.
b) Public Works (with responsibility over Utilities and Street and Trails)—Ken

Clow as Director. He shall continue to serve as the Public Works Director and
perform the functions and duties of that office as currently defined in the Port
Townsend Municipal Code (including any amendments and/or otherwise as
directed by the City Council) until such time as the position may be separately
filled.
c) Capital Projects Management Team (with responsibility over Capital
Projects). The City Manager shall utilize such staff as he deems appropriate
for this team.
d) Public Safety(with responsibility over the Police Department, and Fire/EMS)
—Conner Daily as Chief. He shall continue to serve as the Chief of Police
over the Police Department and perform the functions and duties of that office
as currently defined in the Port Townsend Municipal Code (including any
amendments and/or otherwise as directed by the City Council) until such time
as the position may be separately filled.
e) Library—Theresa Percy as Director. She shall continue to serve as the Library
Director and perform the functions and duties of that office as currently
defined in the Port Townsend Municipal Code (including any amendments
and/or otherwise as directed by the City Council) until such time as the
position may be separately filled.
f) Finance—Michael Legarsky as Director. He shall continue to serve as the
Library Director and perform the functions and duties of that office as
currently defined in the Port Townsend Municipal Code (including any
amendments and/or otherwise as directed by the City Council)until such time
as the position may be separately filled.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 21St day of February 2012.
