PLANNING COMMISSION MINUTES
PUBLIC HEARING
April 1, 2004

CALL TO ORDER
Richard Berg called the meeting to order at 6:12 p.rn. in the City Council Chambers.
II. ROLL CALL
Other members answering roll were Alice King, Lyn Hersey, Jim Irvin, Cindy Thayer, Liesl Slabaugh and
Steven Emery; Jeff Kelety and George Randels were excused. Also present were BCD Director Jeff Randall and
Eric Toews, consultant, Cascadia Community Planning Services.

V. GENERAL PUBLIC COMMENT -- There was none
VI. NEW BUSINESS -- Open RecordPublic Hearing
2004 Comprehensive Plan Amendments
Chair Berg stated this public hearing is for the purpose of recommending docketing for the 2004
Comprehensive Plan Amendments. He read the rules for Planning Commission participation in public hearing.
Ms. Hersey reported it had been established that her being a member of the Parks and Recreation
Committee that had formerly recommended to City Council on the Wilson/22nd Street Pocket Park amendment
disqualified her, and she would have to recuse herself from that deliberation. It was determined to conclude the
public hearing by considering recommendation on LUP-04-021 at which time Ms. Hersey would be excused.
Chair Berg asked if there were any other disclosures.
Consultant/Staff Presentation
Chair Berg called on BCD Jeff Randall who introduced Eric Toews, Cascadia Community Planning
Services, Consultant for the Comprehensive Plan updates.
Mr. Toews pointed out there were nine amendments to bring the Comprehensive Plan into 7-year update
compliance recommended by the Staff and consultant team in his March 19, 2004 memorandum to the Planning
Commission and one additional proposed verbally by Staff. He outlined the amendments Staff recommended for
docketing.
COMPREHENSIVE PLAN AMENDMENTS
· Obsolete Plan lanl!:ual!:e relatinl!: to the 20- Year Population Forecast & Allocation, repeal and replace
obsolete language;
· Unclear lanl!:ual!:e I!:overninl!: residential structures occupied!!y persons with handicaps!!!: children in

· Obsolete plan lanl!:ual!:e rel!:ardinl!: the 6-Year Capital Facilities Plan (CFP) and 6-Year Road

DEVELOPMENT REGULATION CODE AMENDMENTS
· UGA boundary delineation, clarify in the narrative contained at PTMC 17.12.030 as well as the
City's official zoning map;
· Concurrency manal!:ement : Transportation, review and revise provisions of Chapter 12.04 PTMC;

· Critical Areas = Inclusion & Reference to Best Available Science," review and revision to Chapter
19.05 PTMC to include and reference "best available science" in the classification, designation and
regulation of critical areas;
· Identifyinl!: & Sitinl!: Essential Public Facilities, review and clarification of treatment of EPFs in Title
17, giving consideration to inclusion of a special use permit process and standards;
· Off-street parkinl!:, review and rewrite requirements established in Chapter 17.72 PTMC
VERBAL RECOMMENDATION FROM STAFF
· Concurrency exemptions in Policy 8.6, amend and call out exemptions along state highways
According to Mr. Toew's March 19,2004 memorandum to the Planning Commission, Staff made the
following recommendation:
Based upon a specific finding that they are necessary, urgent and appropriate to ensure that the City's Plan
and Code remain compliant with state statutory requirements, the items identified for potential docketing herein
should be considered for inclusion within the Planning Commission's recommended docket for the 2004 Plan/Code
Update process
Public Testimony
At 6:20 p.m., Chair Berg asked if there were any written materials submitted for inclusion in the Public
Hearing. There were none, and he called for public testimony. There was no public testimony. Mr. Berg closed the
meeting for public testimony at 6:20 p.rn.
Planning Commission Deliberation and Recommendation
Ms. Thayer asked to make a motion.
LEGISLATIVE AMENDMENTS
MOTION Ms. Thayer Recommended to City Council docketing of all changes proposed by Staff to the
following:
· 20-Year Population Forecast & Allocation;, obsolete Plan language;
· Residential structures occupied !!y persons with handicaps or children in I!:roup £!!!:£, unclear
language;
· 6-Year Capital Facilities Plan (CFP) and 6-Year Road Improvements Plan, obsolete plan language;
· UGA boundary delineation;
· Concurrency manal!:ement : Transportation;
· "Best Available Science," Inclusion & reference in Critical Areas: Essential Public Facilities;
identifying & Siting;
· Off-street parkinl!:, review and rewrite requirements established in Chapter 17.72 PTMC;
· Concurrency exemptions in Policy 8.6, amend and call out exemptions along state highways
SECOND Mr. Irvin
VOTE Passed Unanimously, seven in favor by roll call vote
Mr. Toews suggested that Staff recommendation amending and calling out concurrency exemptions in
Policy 8.6 be included by reference into the Matrix and submitted with a cover memorandum from the Planning
Commission with their recommendations to City Council in advance of the City Council meeting April 19, 2004.
Ms. Thayer proposed they select two people to approve a memorandum to City Council with Planning
Commission's recommendations.
CONSENSUS:
Chair Berg and Vice Chair King review and approve Planning Commission's
memorandum to City Council with Planning Commission recommendations on the 2004
Comprehensive Plan Amendments.
SITE- SPECIFIC QUASI-JUDICIAL AMENDMENT
LUP04-019 - Proposed Amendments to PTMC 17.08.020 and Table 17.24.020 for the Fort Worden State
Park and Conference Center

Staff Recommendation not to docket LUP04-019 was discussed.
CONSENSUS:
Include in Planning Commission's letter to City Council, Planning Commission's
recommendation -- according to Staff recommendation, City Council NOT docket
LUP04-019: Proposed Amendments to PTMC 17.08.020 and Table 17.24.020.
At 6:30 p.m. Chair Berg opened deliberation regarding LUP04-021. Because of being a member of the
Parks and Recreation Committee that had earlier recommended to City Council regarding the Wilson/22nd St.
Pocket Park, Ms. Hersey recused herself and was excused for the remainder of the meeting.
LUP04-021 - Proposed land use designation and zoning amendment for the Wilson/22nd St. Pocket Park
MOTION Ms. Thayer
Recommended to City Council docketing changes to LUP 04-021 Wilson/22nd
St. Pocket Park proposed by Staff
SECOND Mr. Irvin
Discussion: Mr. Emery stated that from previous contacts with the City Council he considered this a good fit. Ms.
Thayer questioned his involvement in this quasi-judicial matter. It was determined Mr. Emery had been an observer
of City Council proceedings only.
