RESOLUTION NO. 11-031
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING DESIGN OF AN ULTRAVIOLET
DISINFECTION WATER TREATMENT PLANT FOR COMPLIANCE WITH THE
LONG-TERM 2 ENHANCED SURFACE WATER TREATMENT RULE AND
AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS FOR THE
DESIGN.
RECITALS:
A. In 2006, the Environmental Protection Agency(EPA) set forth the Long-Tenn 2
Enhanced Surface Water Treatment Rule (LT2) which mandates that water utilities
provide treatment for the inactivation or removal of Cryptosporidium, a pathogen that can
cause illness in humans and therefore places more stringent treatment requirements on all
surface water drinking water systems in the U.S.
B. The adopted 2008 Water System Plan includes preliminary analysis of LT2 compliance
alternatives in the Treatment Needs (Section 3.4.3). This information provided a basis for
screening of alternatives and further study.
C. At the Council workshop on June 14, 2010, staff presented the preliminary schedule and
timeline for compliance and the recommended treatment options and Council indicated
consensus to proceed.
D. During the July 12, 2010 City Council Business Meeting, Council adopted Resolution 10-
023, authorizing the City Manager to proceed with pilot testing of slow sand filtration,
and authorizing the City Manager to sign all contracts within approved budgets related to
the development, analysis, and refinement of water treatment options before the final
decision in fall orf 2011.
E. The City Council approved on January 24, 2011 a preliminary engineering and design
contract with HDR Engineering Inc. to assist in developing a cost effective, long terin
treatment and operating solution to meet the United States EPA Long-Term 2 Surface
Water Treatment Rule (LT2).
F. City staff and consultants have performed an evaluation of treatment options, and have
presented results to City Council at May 16, 2011, August 8, 2011 and October 10, 2001
Council meetings.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend
as follows:
I. The City Council authorizes the City Manager to proceed with design of an ultraviolet
disinfection water treatment plant.

2. The City Manager is authorized to sign all contracts, within approved budgets, related to
the design of the LT2 Compliance Project.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 7th day of November 2011.
