RESOLUTION NO. 11-028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, REPEALING RESOLUTION NO. 06-024 AND TERMINATING KITSAP
COUNTY CONSOLIDATED HOUSING AUTHORITY OPERATIONS WITHIN THE
BOUNDARIES OF THE CITY OF PORT TOWNSEND
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, as follows:
Section 1. Recitals.
1.1 The City of Port Townsend, Washington previously adopted Resolution No. 06-
024 on October 2, 2006.
1.2 The adoption of Resolution No. 06-024 was based upon consideration of the
Housing Authority of Jefferson County("HAJC") having entered into an agreement with Kitsap
County Consolidated Housing Authority("KCCHA") in February of 2001 regarding the
operation of a self-help ownership program within the City of Port Townsend, Washington.
1.3 Resolution No. 06-024 was adopted pursuant to RCW 35.82.070(13), which
authorizes a Washington housing authority to function within the boundaries of the City of Port
Townsend as long as a legislative body adopts a resolution declaring that there is a need for the
authority to function in such territory.
1.4 The HAJC has previously been authorized to operate within the legislative
boundaries by Resolution No. 06-024 adopted October 2, 2006.
1.5 In 2011, the Peninsula Housing Authority("PHA") was formed via the
consolidation of the HAJC and the Housing Authority of the County of Clallain.
1.6 Pursuant to RCW 35.82.320, a housing authority created and activated by a
resolution by the governing body of a city, town, or county may be deactivated by a resolution
by the city, town, or county.
1.7 Due to the consolidation, PHA now has the ability and resources to operate a self-
help housing program within the City of Port Townsend.
1.8 As a result of PHA's ability to operate self-help housing programs within the
boundaries of the City of Port Townsend, it is no longer necessary or desirable for KCCHA to
operate within the boundaries of the City of Port Townsend.
1.9 PHA has terininated the operating agreement between HAJC and KCCHA in
regards to the operation of a self-help housing program within the boundaries of the City of Port
Townsend.

Section 2. Findings. It is found that as a result of the consolidation of the Housing
Authority of Jefferson County and the Housing Authority of the County of Clallam, who formed
the Peninsula Housing Authority, there is no longer a need for this legislative body to authorize
Kitsap County Consolidated Housing Authority to operate within the boundaries of the City of
Port Townsend due to Peninsula Housing Authority's resources and ability to operate and
oversee self-help housing within the City of Port Townsend.
Section 3. Declaration of Need. It is declared that the Peninsula Housing Authority
shall assume and assist in the provision of decent, safe and sanitary housing for persons of low
income and senior citizens by operating and managing a self-help housing program, arranging
for or providing loans and grants to persons of low income to assist in the acquisition of housing,
and any such other activities or programs. Further, it is declared that Resolution No. 06-024
regarding Kitsap County Consolidated Housing Authority shall be and hereby is revoked in its
entirety.
Section 4. Ratification. All actions not inconsistent with the provisions of this
Resolution are hereby and in all respects ratified, approved and confirmed.
Section 5. Repeal of Resolution 06-024. Resolution 06-024 is hereby repealed.
Section 6. Effective Date. This Resolution shall be in full force and effect from and
after its adoption.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a regular
public meeting thereof this 17th day of October 2011.
