RESOLUTION NO. 11-026
A RESOLUTION DECLARING AN EMERGENCY AND RATIFYING THE CITY
MANAGER'S APPROVAL OF ALL APPLICABLE DOCUMENTS TO ALLOW FOR
THE REPAIR OF THE PORT TOWNSEND BELL TOWER
WHEREAS, Section 3.46.090 of the City of Port Townsend Municipal Code allows
exemptions to competitive bidding requirements under emergency conditions; and
WHEREAS, the City's consulting structural engineer has evaluated the structure and
found severe dry rot which may lead to the collapse of the structure during a wind storm event;
and
WHEREAS, per consulting engineer PCS August 1, 2011 memo, bracing timbers have
"severe dry rot damage....The tower is a liability for collapse with virtually no reliable strength
remaining at the mid-height of the tower." "[D]ry rot damage is severe and the tower is an
immediate liability of collapse." (PCS August 8, 2011 memo.) "Due to the extent of dry rot in
the bracing and legs at the brace joints, the lateral system of the tower remains a second order
critical liability." (PCS August 10, 2011 memo.)
WHEREAS, the City Manager has declared repairs to the Bell Tower an emergent
situation based on the engineering reports and the onset of seasonal severe weather and high
winds; and
WHEREAS, the City's municipal code requires City Council to concur with the City
Manager's declaration of emergency by passage of a resolution; and
WHEREAS, the City Council finds that it is in the best interest of the City to declare an
emergency and authorize the execution of all necessary documents to repair the Port Townsend
Bell Tower.
NOW, THEREFORE, BE IT RESOLVED, an emergency is hereby declared and the
City Manager's authority is hereby ratified, for the approval of all applicable documents required
to repair the Port Townsend Bell Tower, without calling for bids, with a budget not to exceed
$200,000, with funding from 2010 bonds (either from the bond's contingency amount, and/or
reducing the scope of other projects).
ADOPTED by the City Council of the City of Port Townsend at a regular meeting thereof,
held this 3rd day of October 2011.
