HomeMy WebLinkAbout07242003 Min · · · CITY OF PORT TOWNSEND PLANNING COMMISSION MINUTES July 24, 2003 (Continuation from July 10 discussion of Tree Ordinances) Chair Cindy Thayer called the meeting to order at 7:00 p.rn. in the City Council Chambers. Other members answering roll were Lyn Hersey, Richard Berg, Bernie Arthur, JeffKelety, Alice King, and Jim Irvin; Frank Benskin and Michael Hyland were excused. Also present was Jeff Randall BCD Director and members of the citizen advisory committee Bob Schramek, George Bush and Nancy Stelow.. Tree City USA Ordinance BCD Staff Jeff Randall & Citizen Advisory Committee Members Mr. Randall reported discussion of the Tree Ordinance was completed at the last meeting. He gave a brief overview of the ordinance that is the focus of this meeting, creating a Tree City USA Program and a Registry of Landmark Trees. Planning Commission suggested changes include: THROUGHOUT: Make uniform: Public Works Director/public works director Reference to designee CHAPTER 12.24. STREET AND PARK TREES Sections: 12.24.060 -- eliminate" . . . and Groves. . ." 12.24.010 Purpose -- change wording: "Nomination of trees as Landmark trees on çi!y or private property shall only occur ~ ~ ~ " 12.24.020 Definitions -- D. "Park trees" -- explain or reword ". . . having individual names. . ." F. USDA -- spell out or omit 12.24.030 Maintenancè Responsibilities. A. 1.: Change to ". . . pruning of street trees abutting their property. . ." 12.24.040 Street Tree Permit Required. B. Planting of Trees: Rework -- ". . without ftrst obtaining a street tree permit from the City. ." Include credit for planting in rights-of-way; Include reference to city ownership for additions or changes ofplantings in rights-of-way. C. Call for inspection. Change: ". . . the permit holder. . ." 12.24.060 Change to: Landmark Trees : Qualification. A. Change". . . beyond its useful life . . ." to "throughout its useful life . . ." C. Change to ". . . one or more of the following criteria 1-5 must be met: . . ." C.1. Change to: ". . .signiftcance associated with a person, place or event;" C.6. Change from Criteria to 6 and make read, "In addition to the above criteria, the tree does not constitute. . ." E.1. Add at the end, " . . . except by an approved permit." 12.24.100 Appeals. A. Change to: "... or to issue an emergency order or stop work order may be appealed. . ." CHAPTER 2.71. TREE COMMITTEE -- (included to satisfy Tree City USA requirements and to allow grant requests) 2.71.020 Composition, terms of office and rules. A. Transportation and Rie:hts-of-Wav Improvement Standards Include what a signiftcant tree is related to development Correlation of significant trees with 8" trees determined at the July 10th meeting Relation to trees 4' above ground Mr. Randall noted that changes from the last meeting will be incorporated into the text for the July 31 st public hearing. He will ask the Public Works Director to comment at the public hearing. All ordinances will be scheduled for hearing at that time, and any continued meeting required may be subsequently scheduled for August 14th. Chair Thayer asked that all public testimony be heard before the Planning Commission deliberation on each separate ordinance. Mr. Kelety will notify WSU Master Gardeners of the meeting. It was determined to also schedule a workshop on August 14th to consider changes proposed to the Comprehensive Plan.. Motion to adjourn the meeting was made by Ms. Hersey and seconded by Mr. Irvin.
