PLANNING COMMISSION MINUTES
July 10, 2003
At 7:00 p.m. Chair Cindy Thayer opened the meeting for discussion in the City Council Chambers. At 7:05
p.m. Commissioner Hersey arrived. There then being a quorum, Chair Thayer continued with the scheduled
workshop and discussion of the draft tree ordinance.
I. CALL TO ORDER
Chair Thayer called the meeting to order.
II. ROLL CALL
Other members answering roll were Lyn Hersey, James Irvin, Alice King, and Frank Benskin. Richard
Berg, Michael Hyland, Bernie Arthur and Jeff Kelety were excused. Also present were BCD Director Jeff Randall;
Michelle Sandoval representing the City Council; and Citizen Advisory Committee members Don Havilland, Bob
Schramek and Nancy Stelow.
III. ACCEPTANCE OF AGENDA
Mr. Irvin made a motion to accept the agenda. Ms. Hersey seconded. All were in favor.
IV. APPROVAL OF MINUTES
Mr. Irvin made a motion to accept the minutes of June 26, 2003 as corrected; Ms. Hersey seconded. All
were in favor.

VI. CITY COUNCIL LIAISON REPORT
Councilor Michelle Sandoval thanked the Planning Commission for all of their wonderful work.
VII. UNFINISHED BUSINESS
Tree Ordinance Workshop (Continued)
BCD Staff Jeff Randall & Citizen Advisory Committee Members
Chair Thayer reported an e-mail she received from Committee Member Don Havilland that was given to
Mr. Randall to be discussed for the record prior to public hearing.
Mr. Randall noted that considerable drafting was done in accordance with the Pierce County ordinance and
in greater regulatory language. The committee felt it needed to be simplified, and it was therefore reorganized and
redrafted. Using overheads Mr. Randall delineated the goals of the committee. He also showed a flow chart he felt
might be hard to understand and distributed hard copies. Mr. Randall asked for comments from committee members
present.
Mr. Schramek spoke of the need for clarification of residential over 40,000 s.f., that it is quite a range. He
also questioned the clarity of fees and written exceptions.
Mr. Havilland indicated the main point of his e-mail was that the 40,000 s.f. be attached to a parcel rather
than residential; he also questioned reforestation. He wanted the ordinance simple and easier to understand. Mr.
Havilland also questioned, "in perpetuity" in 19.06.180 Maintenance Requirements. Chair Thayer explained that the
Planning Commission had felt several things presented in the first draft of the ordinance needed to be returned to the
committee.

Mr. Randall indicated he liked the idea of tying to acreage rather than 6 trees/6". He pointed out that the
interim tree ordinance expires August 1 0, but he felt it might be premature for the Planning Commission to go to
public hearing at this time.
It was determined that regardless of the deadline they continue through the language and continue their
work on the ordinances. Mr. Randall will make editorial changes; other changes were suggested including:
19.06.010 Purpose
E -- change to: ". . . homeowners will. . ."; ". . . The city will. . ."
F -- change to: ". . . to improve overall tree health. . ."
19.06.040 Definitions
Q -- Add, "Measurement may be taken on the uphill side.
19.06.060 Exemptions
Add single house
A.2.-- Delete last sentence
A.3 -- parcels, change to: "multiples of 40,000 s.f." Change 6" to 8."

VIII. NEW BUSINESS
It was decided to delay discussion on the Tree City USA Ordinance and on changes to the Tree Ordinance
to a meeting to be scheduled July 24,2003.

July 24, 2003 -- Continued workshop, Tree Ordinance and Tree City USA Ordinance
July 31,2003 -- Public Hearing on the Tree Ordinance
X. COMMUNICATIONS -- There were none
XI. ADJOURNMENT
Motion to adjourn the meeting was made by Ms. Hersey and seconded by Mr. Irvin. All were in favor.
