RESOLUTION NO. 11 -005
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE
UNITED STATES DEPARTMENT OF JUSTICE /OFFICE OF VIOLENCE AGAINST
WOMEN GRANT TITLED "RURAL SEXUAL ASSAULT, DOMESTIC VIOLENCE,
DATING VIOLENCE, AND STALKING ASSISTANCE"
WHEREAS, the City of Port Townsend desires to apply for grant funds through the United
States Department of Justice (DOJ) Office of Violence Against Women (OVW) for the "Rural
Sexual Assault, Domestic Violence, Dating Violence, and Stalking Assistance Program;" and
WHEREAS, this program seeks to fund and support projects designed to address and
prevent sexual assault, domestic violence, and dating violence /stalking in rural jurisdictions; and
WHEREAS, it is the desire of the City to partner with Dove Victim Advocacy, Jefferson
County Superior Court, Jefferson County District Court, Jefferson County Prosecutor's Office,
Jefferson County Sheriff's Office, local healthcare, and educational institutions to enhance
coordination and services to identify, assess, and appropriately respond to child, youth, and adult
victims of sexual assault; domestic violence; and dating violence /stalking within our
communities; and
WHEREAS, awarded funds will support a full -time deputy prosecuting attorney (a position
currently left vacant due to another grant not being offered for renewal); a part-time project
coordinator; training for judges and judicial staff, and training for law enforcement, prosecutors,
and victim advocates; and
WHEREAS, this project seeks to further enhance coordination and collaboration amongst
criminal justice entities, victim advocacy, healthcare facilities, and educational institutions; and
WHEREAS, all appropriation and grant applications must have Council approval; and
WHEREAS, the City Manager is the customary designated signature for contracts,
agreements and applications; and
WHEREAS, the goal of this project is to increase the safety and well -being of women and
children in our communities by dealing directly and immediately with sexual assault, domestic
violence, and dating violence /stalking; and implementing strategies to increase awareness and
prevention through community outreach and education,

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is hereby authorized to Apply for the United States Department
of Justice /Office of Violence Against Women Grant Titled "Rural Sexual Assault, Domestic
Violence, Dating Violence, and Stalking Assistance."
ADOPTED by the City Council of the City of Port Townsend at a regular meeting thereof,
held this 21 st day of March 2011.
