A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO SIGN AN AMENDMENT TO THE
PROFESSIONAL SERVICES AGREEMENT FOR CONSULTANT SERVICES ON THE
2004 COMPRHENSIVE PLAN UPDATE
WHEREAS, the Washington State Legislature mandates through the GMA, that all
jurisdictions, including the City of Port Townsend, review and (if needed) revise both Plan and
Code provisions to make sure they comply with the GMA, by no later than December 1, 2004
and every 7 years thereafter (see RCW 36.70AI30); and
WHEREAS, the City desires to employ this statutorily mandated process to evaluate the
consistency of the City's Plan and Code with the GMA, and also to evaluate the City's level of
success in implementing the programmatic initiatives directed by the 1996 Plan; and
WHEREAS, the City does not have sufficient staff to conduct such services itself; and
WHEREAS, the City has investigated the qualifications of the Consultant and finds that
the Consultant is qualified to perform the services required; and
WHEREAS, the City Manager was previously authorized to enter into a professional
service agreement of $15,000 for partial funding ofthe 2004 Comprehensive Plan Update and an
additional funding source has now been identified,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, that the City Manager is hereby authorized to negotiate and execute an amendment to
the Professional Services Agreement with CASCADIA Community Planning Services, a
Washington general partnership business to assist City staff in developing recommend revisions
to the City's 1996 Comprehensive Plan in order to comply with the requirements of RCW
36.70A.130(1) (i.e., the "2004 GMA Update"). The amendment would authorize an additional
$48,000 increasing the total authorization to $63,000.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this sixth day of July 2004.
