RESOLUTION 04-034
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND, WASHINGTON, ESTABLISHING THE P.E.G. ACCESS
ADVISORY BOARD
WHEREAS, the City Council amended its Interlocal Agreement with the Port Townsend
School District on July 6,2004, to remove references to the "P.E.G. Access Coordinating
Committee" in order to allow re-formation by Council resolution, with the goal and intention
being to give more flexibility to the Council to assign tasks and provide direction to boards
formed by the City Council; and
WHEREAS, the City Council determines to establish the P.E.G. Access Advisory
Board; and
WHEREAS, the City Council adopted Resolution 01-012 on March 19,2001,
establishing general rules governing citizen advisory boards,
NOW THEREFORE, BE IT RESOLVED by the City Council ofthe City of Port
Townsend as follows:
SECTION 1. FORMATION
A P.E.G. Access Advisory Board is hereby established, subject to the general rules for citizen
advisory boards in Article 4 of City Council Rules of Procedure, and this Resolution, including
any amendments thereto.
SECTION 2. SCOPE OF WORK AND TASK DESCRIPTION
A. The board is entrusted with the responsibilities of researching, advising and making
recommendations to the city council regarding P.E.G. access policies.
B. The board shall not have any administrative or supervisory powers not available to the
city council.
C. The board may create such task-oriented subgroups as it may deem necessary or
expedient to expand public process and participation in a manner similar to the city council task
group concept contained in the "City Council Rules of Procedures."
SECTION 3. TERM OF BOARD
This board shall constitute a standing advisory board, subject to further city council resolution.
No sunset provision is established.

SECTION 4. MEMBERSHIP
The board shall consist of five members, including two school district representatives appointed
by the Superintendent of Schools, two city representatives appointed by the City Manager, and
one at-large representative who has demonstrated an interest in public television, to be appointed
by the Mayor and confirmed by the Council.
SECTION 5. TERMS OF OFFICE
The term of office of the members shall be three years, except that the initial appointments shall
be staggered from one to three years so that no more than three members shall have their terms
expIre III anyone year.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this sixth day of July 2004.
