A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON ESTABLISHING AN UPTOWN COMMERCIAL DISTRICT
DESIGN REVIEW TASK FORCE
WHEREAS, under existing City codes, the design review process is mandatory
for the Uptown Commercial District, but compliance with design review is optional; and
WHEREAS, the Planning Commission recommended to the City Council that
design review for the Uptown Commercial District become mandatory, following
adoption of design review standards for the Uptown Commercial District; and
WHEREAS, the City Council determines that before implementing the
recommendation of the Planning Commission that a task force be appointed to
recommend to the Council design review standards for the Uptown Commercial District
including, proposed boundaries of the Uptown Commercial District that would be subject
to the design review standards,
NOW, THEREFORE, the City Council of the City of Port Townsend resolves as
follows:
SECTION 1. FORMATION.
The Port Townsend Uptown Commercial Design Review Task Force is hereby
established, subject to the general provisions in Article 4 of City Council Rules of
Procedure, and this Resolution, including any amendments thereto.
SECTION 2. SCOPE OF WORK AND TASK DESCRIPTION.
A. The Ta.~k Force will produce a recommendation to the City Council on design
standards for the Uptown Commercial District, including whether design guidelines
should be mandatory.
B. The City Administration is directed to facilitate the process with the Task Force
and provide for any technical support necessary, and the City Manager is authorized to
execute necessary contracts consistent with the approved budget, to assist the Task Force
to carry out their work plan.

SECTION 3. TERM OF BOARD - SUNSET PROVISION.
This board shall constitute a task force which shall develop a specific recommendation as
directed by the City Council, and shall sunset on May I, 2005, or when the Council
deems the assigned task completed.
SECTION 4. MEMBERSHIP
The board shall consist of a minimum of seven members, including representatives from
a broad segment of the Port Townsend public and community stakeholders including a
substantial representation of owners of Uptown commercial properties. The Mayor shall
submit the names of appointees for Council confirmation; this may include designation
by the Mayor and Council of the Committee chairperson.
SECTION S. PROCESS
Following Task Force recommendation, the Task Force recommendation shall be
reviewed by HPC, then by Planning Commission, before review and action by the City
Council.
ADOPTED by the City Council of the City of Port Townsend at a regular
meeting thereof, held this seventh day of June, 2004.
