RESOLUTION 04-020
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND, WASHINGTON, ESTABLISHING A
GOLF COURSE TASK FORCE
WHEREAS, the City Council, on March 1,2004, approved Resolution 04-010,
approving a Golf Course Master Planning Process, which included appointment of a Golf Course
Task Force; and
WHEREAS, the Parks, Recreation & Open Space Plan, acknowledging that the city
intends to explore all options for management and capital facility improvements for the Golf
Course facility, states that the Public Works Department should take a positive approach to
defining these options through the following actions:

Development of a capital improvement plan to include:
. trail loop coordination
. course enhancement
. wetland delineation
. stormwater issues
. water quality
. wildlife habitat and buffer management
. landscaping plan
. property acquisition
2.
Further discussion of long term management options:
. gather comparison data with other public courses
. compare lease or government operated course financial plans
. provide report to council
. develop management plan that increases revenues to the City
. earmark revenues to cover operations and maintenance expense at the Golf
Course to the City as well as for capital improvements
3.
Short term management options:
. work towards increasing the financial accountability of the operator for all the
revenue sources of the course operation and outline the duties and responsibilities
of each party
. address in a comprehensive manner the environmental concerns associated
with golf course best management practices in general
. provide increased awareness and protection of environmentally sensitive areas
on and near the course

Establish an advisory committee to study the short and long term management
options and develop a capital improvement plan; and

WHEREAS, the City retained a consultant from the National Golf Foundation to make
preliminary findings on a planning strategy for the future operation of the City's golf course,
which included the following recommendations:
. Complete the creation of a golf "Task Force" to define a mission statement and
business plan for the future operation of the Port Townsend Golf Club with clear
definitions of what customers are to be served with what amenities and at what price.
This "Task Force" should include representation from a broad segment ofthe Port
Townsend public including golfers, senior citizens, juniors, businesses, lodging
establishments, etc.
. Complete a study of the Port Townsend Golf Club operation to include
market/demographic analysis, facility use analysis, maximum revenue potential analysis,
facility upgrade analysis (with cost estimates), maintenance analysis, and analysis of
historical economic performance. This study should be completed in conjunction with
Task Force planning.
. Complete an ancillary use analysis to determine what complementary uses may be
added to the Port Townsend Golf Club to generate increased revenues to the facility.
This analysis should include estimates for all development costs associated with
additional facilities/amenities. This analysis should also be completed in conjunction
with Task Force planning.
. Facilitate the implementation of a clear legal definition of the Port Townsend Golf
Club property as for "golf course use only." Among the considerations to be reviewed
include a deed restriction, a land trust or an enterprise fund (metro park district).
-. Establish realistic revenue and expense projections for the operation of the Port
Townsend Golf Club as a base for planning future management. Begin to establish a
process to select a golf management entity that best meets the mission statement
established by the Golf Task Force; and
WHEREAS, the City Council determines to establish the Golf Course Task Force by this
Resolution; and
WHEREAS, the City Council adopted Resolution 01-012 on March 19,2001,
establishing general rules governing citizen advisory boards.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
SECTION 1. FORMATION.
The Port Townsend Golf Course Task Force is hereby established, subject to the general
provisions in Article 4 of City Council Rules of Procedure, and this Resolution, including any
amendments thereto.

SECTION 2. SCOPE OF WORK AND TASK DESCRIPTION.
A. The Task Force will produce a recommendation to the City Council for the future capital
planning, operations and maintenance of the Port Townsend Golf Course consistent with the
recommendations of the Parks, Recreation and Open Space Plan, and giving due regard to the
preliminary findings ofthe National Golf Foundation as outlined in this resolution.
B. The city administration is directed to facilitate the process with the Task Force and
provide for any technical support necessary, and the City Manager is authorized to execute
necessary contracts consistent with the approved budget, to assist the Task Force to carry out
their work plan.
SECTION 3. TERM OF BOARD - SUNSET PROVISION.
This board shall constitute a task force which shall develop a specific recommendation as
directed by the City Council, and shall sunset on November I, 2004, or when the Council deems
the assigned task completed.
SECTION 4. MEMBERSHIP
The board shall consist of a minimum of seven members, including representatives from a broad
segment of the Port Townsend public and community stakeholders including golfers, senior
citizens, juniors, businesses, and lodging establishments, and interested citizens. The Mayor
shall submit the names of appointees for council confirmation; this shall include designation by
the Mayor and Council of the Committee chairperson.
ADOPTED by the City Council ofthe City of Port Townsend at a regular meeting
thereof, held this third day of May, 2004.
