ROLL CALL The meeting was called to order at 7:00 p.m. by Chair Lois Sherwood. Other members in attendance were Lisa Enarson, Linda Clifton, Karen Erickson and Mark Welch. Cindy Thayer entered the meeting at 7:25 p.m., after the Bowen hearing. John Boles was excused. Staff members present were Dave Robison, Eri-c Toews and Sheila Spears. II. APPROVAL OF MINUTES Motion to approve the minutes of 5/9/96, as written, was måde by Erickson and seconded by Clifton. All were in favor. ill. COMMUNICATIONS: Current Mail · IV. OLD BUSINESS A. Kevin & Ruth Bowen, Conditional Use Permit Application #9603-07 (Hearing continued from 5/9/96) · 1. Staff Report, (Robison) Robison described the applicant's proposal for phased expansion of an existing bed and breakfast inn. During Phase I, the number of guest rooms would be increased from one to . two. In Phase II, four more guest. rooms would be offered for a grand total of six rooms. All rooms are proposed within an existing single-family dwelling located at 1110 Jackman Street in the R-l zoning district. Staff prepared two drafts for Planning Commission consideration. Draft" A" recommends approval of both phases and Draft "Bit recommends approval of Phase I only. The findings in both drafts are the same but the conclusions are different. 2. Public Testimony Kevin Bowen described the property and his proposal for the house. Initially they had intended to convert the garage to living space. and have 5 rooms in the house, but that is too cost-prohibitive, which led to the decision to do the project in phases. No additions to the existing residence are proposed at this time. Bowen thanked Judy Surber and Planning staff for their assistance and said that he appreciated the flexibility of the Planning Commission in granting the continuance of the hearing. He asked that the Planning Commission accept Draft "A" and said that it is consistent with what he has proposed. He hopes to get the bed and breakfast up and running and have the capacity to have handicapped people coming in because of the existing elevator in the home. Bowen responded to the parking issues raised by the neighbors. This has been mitigated since parking is being provided for on-site. Ruth Bowen explained that the site had been beautifully landscaped by the previous owner and is a nice addition to the area. Nobody spoke in opposition to the proposal. 3. Committee Report Welch stated that he was in favor of recommending approval of the proposal but wonders about the road (Jackman St.) if it will be put through at some time in the future. Enarson stated that she had problems with" the parking as drawn, but in reviewing phasing noted that the applicants acknowledged they will provide access to the lots to the north. She stated disagreement with Development Review's comments on the road. She said it makes more sense to open Jackman or let the applicants choose which is best for their situation. She recommended opening Jackman because access from Haines Place Park & Ride is available. Enarson said she feels that written testimony from the neighbors should prevail; however, she recommended approval of Draft It A It . Staff recommended changes to Facts 6 and 7 for clarity to satisfy Enarson's concerns. Motion to approve amended Draft "A" recommending to City Council for approval of Conditional Use Permit #9603-07 was made by Enarson and seconded "by Welch. All were in favor. Erickson commented on the neighbors' concerns and said they are entitled to know that thè neighborhood remains residential. She also expressed concern about the lot which will be used for parking. Sherwood expressed appreciation of the applicants' effort "in talking with the neighbors and stated that the history of the community is that we do not receive complaints about bed and breakfast inns. .; . . e-. Discussion of Comprehensive Plan transmittal to City Council (Robison/Toews) Cindy Thayer entered the meeting at this time (7:25 p.m.) Robison presented a cake· in appreciation of the Planning Commission's work on the Comprehensive Plan and handed out a memorandum regarding an overview of the Planning Commission's recommendation to adopt the Draft Comprehensive Plan for members to read. The tape was turned off at 7:30 in order to eat cake, drink cider and read the memo before the discussion. After the meeting reconvened, there was still considerable concern expressed about those that voted in favor of allowing manufactured homes throughout the city. Planning Commission members agree that manufactured homes should not be allowed in the historic district. Staff will review all the minutes of the Comprehensive Plan meetings to assure that the voting is recorded accurately. Planning Commission members will attend the City Council meeting on June 3, and make a presentation to Council on its recommendations and how the plan meets the community direction statement. . Motion to recommend that the Draft Port Townsend Comprehensive Plan be adopted by City Council as revised was made by Clifton and seconded by Enarson. All were in favor. VI.
