ROLL CALL Meeting was called to order at 7:00 PM by Chair Pro Tem Karen Erickson. Other members present were Ernie Baird, Cindy Thayer, Mark Welch and Bob Rickard. Lisa Enarson was excused. Lois Sherwood entered the meeting at 7: 10 PM. Staff members present were Michael Hildt, Sheila Spears, Jan Zimmer, Dave Robison and Eric Toews. Councilmembers Diane Perry-Thompson and Ted Shoulberg were also in attendance. II. APPROVAL OF MINUTES A motion to approve the minutes for February 24, 1994, with corrections, was made by Thayer and seconded by Rickard. All were in favor. III. COMMUNICATIONS: Current mail Erickson and Thayer both expressed interest in going to an accessory rental unit workshop to be held in Issaquah on 3/21/94. Hildt and Thompson will be attending the workshop. IV. Old BUSINESS A. Accessory Rental Units 1. Staff Report (Hildt) In response to the question "Where did you hear about this meeting?", most said they heard about it from the Leader, two from the flyer, one at the Chamber meeting, one from the display ad in the Leader, two from direct mail and one by word of mouth. Hildt explained why the City is addressing the issue of accessory rental units (ARU). He said affordable housing cannot wait any longer and this is the issue, in addition to the Growth Management Act, that Council wants to take up this year. Sherwood entered the meeting at this time. ARU's are not presently legal in the City and Hildt explained the difference between a tourist house, guest house and an ARU. · · · · · · · """ Planning Commission Minutes March 10, 1994 Page Two The process to develop an ARU ordinance will be Planning Commission workshop meetings to discuss the various issues to get to the point where the Commission is ready to give staff some direction on the issues. When the ordinance is drafted it will be specific enough to determine a SEPA. A SEPA threshold determination will be made before the Planning Commission makes its recommendation to Council. After the Planning Commission makes its recommendation, City Council will conduct a public hearing and make a decision. 2. Commission Discussion The Commission discussion included: 1) parking; 2) owner occupancy, and provision for transition to be made when owner dies; 3) conversion of existing dwellings; 4) detached ARU's; 5) physical alterations to existing structures; and 6) governmental regulation. 3. Public Comments Public comments included: 1) in favor of seeing this happen to provide affordable units for residents year-round; 2) variations on the parking issue; 3) the need for sidewalks for pedestrians if more on-street parking is going to be allowed; 4) opposition to sidewalks because it is difficult for the handicapped to traverse the dips in driveways; 5) set-backs must be enforced when they impact the neighbor; 6) set-backs and square footage allowable for detached units; 7) building code requirements and tenant safety; 8) opposition to owner- occupancy, especially for existing structures which could be converted; 9) provision for tenant complaints; 10) switching back and forth between tourist accommodation and ARU; 11) not limiting ARU's to the existing envelope of existing buildings; and 12) cost of utilities for additional units. V. NEW BUSINESS A. Scheduled public hearings for Jefferson General Hospital, Conditional Use Permit and Rezone for April 14, 1994 VI.
