ROLL CALL The meeting was called to order at 7:00 p.m. by Chair Lois Sherwood. Other members in attendance were Karen Erickson, Lisa Enarson, Bob Rickard and Cindy Thayer. Ernie Baird and Mark Welch were excused. Staff members present were Michael Hildt, Judy Surber, and Pam Kolacy II. APPROVAL OF MINUTES: July 28, 1994 The minutes of the meeting of July 28, 1994, were approved as read. III. COMMUNICATIONS No current communications were presented. Michael Hildt introduced Judy Surber, Planner II, who will be concentrating on current planning projects and working closely with the Planning Commission. IV. OLD BUSINESS A. Jefferson Transit, Transit Shelter (Conditional Use Permit Application #9406- 10) 1. Staff Report (Hildt) Hildt made a brief presentation noting that the applicant proposes to construct a park-ride lot and transit shelter at 12th and Landes Streets. Although the parking lot is permitted outright by the P.T. Zoning Code, a "public transportation shelter station" requires a conditional use permit and approval of the shelter station is the part of the project before the Commission this evening. He also noted that the park-ride facility and intersection improvements are undertaken in partial implementation of the Port Townsend Gateway Development Plan adopted by the City Council on August 2, 1993. He introduced Jeff Hamm, Director of Jefferson Transit and Ken Olson, the park-ride project manager, for a detailed presentatiori of the project.. Hamm noted that this is an appropriate time for the presentation of the project since it is Wooden Boat Festival weekend, and the first indication a park and ride facility might be successful grew out of the off-site parking and shuttle provided in the Admiral Marine parking lot during the past two b9élt festivals. The success of the shuttle plus passage of the Gateway Plan encouraged Jefferson Transit to seek state funding for the project. He also noted that a steering committee of nearby property owners have helped in the formation of Transit's objectives for the project. . Planning Commission Minutes September 8, 1994 Page 1 · · · Hamm cited two criteria as being particularly important to the proposal. First, the structure needs to be visible and easily accessible from the public right of way. Second, the facility needs to be flexible; for example, it would be desirable to have a space for a ticket booth during the Homes Tour and perhaps an espresso cart during busy weekends. Other primary concerns are providing adequate shelter for passengers and providing adequate security. Olson showed the site layout plan including parking, waiting stations, crosswalk, landscaping, bike racks, and elevated seating. He showed an elevation of the proposed shelter and commented that the design complements the City's historic structures, but does not mimic them. An information board has been added to show a map of the city, routing, bus schedules, coming events, etc. The color complements the Historic District approved color palette and the structure is within the city's height limitation requirements. Some discussion ensued regarding landscaping, lighting, signage, and parking for trailers and motor homes. Commission members expressed the' desire to have a general understanding of the entire project even though the shelter is the only part of the project under consideration at this time. Hildt noted that a number of additional permits would be required for the project, including Sensitive Area Permit, Shoreline Substantial Development Permit/Shoreline Conditional Use, Street Vacation (Kuhn Street), Grading Permit, Building Permit, Street Development Permit, and Sign permit. He also noted that the City issued a Mitigated Determination of NonSignificance on the proposed project on August 24, 1994, and the appeal period expired at 5:00 p.m. today with no comments received. He noted that staff recommends approval of the application without conditions. 2. Public Testimony There was no public testimony on the matter. 3. Committee Report (Erickson/Welch) Erickson noted that most of her questions had been answered in the preceding discussion and presentation. She asked whether the park and ride lot will be used for employees of downtown businesses as an option for alleviating some of the parking problems downtown. Hildt replied that there has been discussion with Mainstreet about an incentive program which would involve businesses providing some bonus for those who parked regularly in the park-ride lot. Erickson also asked whether there was adequate seating since many people may have to wait up to 1/2 hour for a bus, with groceries and small children. Planning Commission Minutes September 8, 1994 Page 2 -1 · · · Olson replied that he had designed over 30 facilities, and this one was more generous in seating for its size than most. He noted that there would be a shuttle to Safeway so people wouldn't be walking back and forth through the parking lot. He estimated approximately 70 lineal feet of bench which would seat about 35 people within the shelter. Thayer noted that there were only limited times when there would be a large crowd at the facility. Olson also said that ancillary on-site benches could be added if needed. Enarson recommended barrier plants for a buffer zone. She also asked that as a safety concern, informational signs not be large enough to conceal people. Richard noted that with RV parking, he understood there were 295 parking spaces and the plan before the Commission listed 278. Hamm noted that an adjustment had been made after meeting with the Friends of Kah Tai and that the number had been changed to 269 plus an additional future area for 26 (includes 10 spots for boats/trailers). Rickard noted that the recommendation should match the current proposal. Motion by Rickard to recommend approval of Conditional Use Application 9406-04 with the following changes: Finding of Fact 1 should reflect correct number of parking spaces; Finding of Fact 7.d has a typographical error (change "that" to "than" in the second line); and change the signatory block so that Erickson can sign rather than Welch who is not present. Motion seconded by Enarson, with unanimous approval. V. NEW BUSINESS There was no new business VI. ANNOUNCEMENTS The next scheduled meeting is September 29, 1994, for consideration of Mysak, Variance Application #9409-03 Bob Rickard announced his resignation from the Planning Commission, effective after the first meeting in November. He noted he will be living in Port Townsend only about six months of the year after that time. VII.
