PLANNING COMMISSION MINUTES
. June 8, 1995
I. ROLL CALL
The meeting was called to order at 7:00 PM by Chair Lois Sherwood. Other members in
attendance were Karen Erickson, Cindy Thayer and Ian Keith. Ernie Baird and Mark Welch
were excused. Lisa Enarson was absent. Staff members present were Judy Surber and
Sheila Spears.
II. APPROV AL OF MINUTES
Motion to approve the minutes of May 11, 1995, was made by Thayer and seconded by
Erickson. The minutes were approved as written.
III. COMMUNICATIONS
Surber distributed a planning packet for information.
IV. OLD BUSINESS
Cindy Thayer disclosed that she had been the listing agent when the house that the
Schumann's bought was put on the market. She was not involved in the sale of the property
to the Schumann's and said that she doesn't feel that her involvement would interfere with her
making a decision on the proposed variance. No opposition to Thayer's remaining on the
committee was expressed.

1. Staff Report (Surber)
Judy Surber described the applicant's proposal to demolish an existing non-conforming garage
and reconstruct an accessory building (studio and storage) within five feet of the front
property line in the R-II zoning district. A variance is required because the applicant
proposes to reconstruct the accessory building within the 20 foot front setback area.
2. Public Testimony
Ned Schumann stated that Surber's report was the technical aspect of the variance request.
He said that if they were made to conform with the 20-foot front setback requirement it
would have a detrimental effect on the garden they are fond of. It also would effect the

neighbor's enjoyment of the garden. The neighbors would have a view of the new accessory
structure, rather than the garden, if the Schumanns are required to adhere to the 20 foot
setback.
Kate Schumann pointed out that their neighbors have an accessory building right on the
property line.
3. Committee Report: None
4. Commission Discussion and Conclusions
Erickson asked for an explanation· of how it is determined which is the front setback when a
house is on a corner. Surber explained how staff evaluates the setbacks on a corner lot when
there is an existing structure.
Comments from the Planning Commission included: the new structure is an improvement
because it sets back further from the street than the building which is to be demolished; the
gardens are a valuable asset to the neighborhood; the views of the neighbors will be
preserved; and it fits into the historic neighborhood.
Motion was made by Erickson to recommend to City Council that Variance Application
#9505-12 be approved. Seconded by Thayer. All were in favor.
Sherwood explained to the applicants that their recommendation would be forwarded to City
Council for hearing.
V. NEW BUSINESS: None
VI. ANNOUNCEMENTS: Next Scheduled Meetings
Erickson is unable to attend the Planning Commission meeting on 7/13/95.
Sherwood is unable to attend the Planning Commission meeting on 6/29/95.

Surber explained that she is in the process of getting the packets together for delivery
two weeks in advance of the Lynnesfield PUD hearing. She has consulted the consultants
about getting enough large drawings of the project so that each Planning Commission member
will receive one.

Motion to adjourn the meeting was made by Thayer. Seconded by Erickson. The meeting
adjourned at 7:20 PM.
