ROLL CALL The meeting was called to order at 7:00 PM by Chair Lois Sherwood. Other members in attendance were Lisa Enarson, Karen Erickson, Cindy Thayer, Ian Keith and Mark Welch. Staff members present were Judy Surber and Sheila Spears. II. APPROVAL OF MINUTES Motion to approve the minutes of the July 13, 1995, meeting was made by Thayer and seconded by Keith. All were in favor. The minutes were approved as written. ill. COMMUNICATIONS A letter in support of the St. Herman of Alaska Eastern Orthodox Church variance dated 817/95 was received from M.J. and Karen Hamilton. IV. OLD BUSINESS A. St. Herman of Alaska :Eastern Orthodox Church Variance Application #9507-05 Surber reported that it had just come to staff's attention that the site of the proposal had not been properly noticed and therefore the hearing would need to be rescheduled to accommodate notice procedures. Surber asked the Commission for approval to reschedule the Planning Commission hearing for 8/31/95 and allow staff to double notice the Planning Commission and City Council hearings. On the consent agenda for the 8/21/95 City Council meeting is a request to schedule the St. Herman of Alaska Eastern Orthodox Church variance application for hearing on September 5. The Planning Commission agreed with staff's request. Staff was asked to review Fact #6 and make corrections on the draft Findings of Fact and Conclusions before the hearing on August 31. B. Presentation of Comprehensive Plan Video The video was appreciated by Commission members and received favorable comments. It will be made available to the public on cable TV, at local video stores and at the library. · · · Planning Commission Minutes August 10, 1995 Page Two V. NEW BUSINESS Surber reported that the Hamilton Heights Planned Unit Development may be ready for Planning Commission hearing on September 14. Staff will try to distribute packets a week earlier than usual so that Commission members will have adequate time to review the material. Erickson reported that she will be out of the area for the September and October meetings and said that she hopes the Comprehensive Plan meetings will be pushed toward the end of winter so that she can contribute. Keith reported that he will be unavailable for the September 14 meeting. The question was asked if there are any plans to fill existing vacancies on the Planning Commission. Surber responded that with regulatory reform, one of the options the City is considering is forming one hearing board to take the place of the existing Shorelines, Planning Commission and Historic Preservation Commissions Erickson suggested that based upon her experience of serving on both the Shorelines and Planning Commissions she felt the combined commission would be valuable. She recommended in favor of the proposal. VI.
