Minutes of 9 January 1992
I. Roll Call: Chair Ron Kosec called the meeting to order at 7:38 p.m. Other members
present were Karen Erickson, Cindy Thayer, Lois Sherwood, Mark Welch and Bob Rickard.
Also present were staff members Michael Hildt, Rick Sepler, Sheila Spears and Katherine
Johnson.
II. APPROVAL OF MINUTES: Minutes of November 14, 1991 and December 12, 1991.
Ms. Erickson moved to approve the minutes as written. Mr. Rickard seconded. All were in
favor; the motion carried.
III. COMMUNICATIONS: Current Mail
Mr. Sepler called the Commission's attention to the number of letters from citizens that arrived
this week.
IV. OLD BUSINESS:
A. Planned Unit Development 9108-03, Forest Park/Island View Partnership (continued from
11/21/91)
Ms. Thayer stated that she was the listing agent for the proposed site, though the property was
later sold by another agency. She stated she does not know the applicant and currently has no
listings in this area. She stated she would excuse herself if anyone objected. No one objected.
1. Review (Sepler)
At the request of the commission, Mr. Sepler reviewed the criteria used in making a
recommendation on the proposal in staff's Draft Findings of Fact and Conclusions.
2. Public Testimony
Applicant Mark Saugen, Island View Construction, submitted a landscape plan to the
Commission. He reviewed the landscape plan and described some changes in the plot plan, such
as moving the waste barrels and replacing them with a trellis. He also submitted a report on
storm water and stated the designed facility will meet the criteria of a 100 year storm. Mr.
Saugen also submitted documentation regarding live load and wind resistance standards for the

carports.
Mr. Saugen said that it is their intention to build all phases of the project within 6 to 12 months
of breaking ground.
Mr. Saugen stated the price range of his units is estimated $65,000 to $75,000 and will allow
median-income families to be able to purchase a home. He said the median price of a home in
Jefferson County for 1990 was $110,000.
Some discussion ensued over the live load and wind resistance capabilities of the carports and
the pros and cons of the pre-fabricated carports versus traditionally constructed carports.
Janelle Weyhmiller, neighbor, spoke against the project. She submitted a sketch of the site as
well as an overlay showing possible subdivision of the project site. She discussed her concerns
about the density of the project in relation to the single-family neighborhood. She urged the
Commission to adopt the 1986 recommendation of returning this area to an R -1 district, or to
allow only five duplexes rather than seven four-plexes.

Mr. Sepler stated that current minimum lot sizes for new subdivisions is 7,200 square feet, not
5000 square feet as stated by Ms. Weyhmiller. In Planned Unit Development projects,
however, this minimum lot size requirement may be waived.
Mr. Don Holm, neighbor, spoke against the project. He said he thinks this project is "cheap"
housing and not affordable housing. He also said that 100 percent of the neighbors oppose this
project.
Joel Hodgeson asked Mr. Saugen to clarify his water main proposal near the ravine. He also
stated that he questions whether the current market in Port Townsend will bear this project. He
said that real estate is not selling. He said he thinks the design standards for the carports should
exceed City requirements.
Mr. Saugen said if the City would like to require a higher standard, his firm would comply.
Darrel Greenwood, neighbor, said he thinks this project would ruin this neighborhood. He said
access is poor and the canyon is environmentally sensitive.
Kathryn Jenks, a citizen, asked Mr. Saugen what the 21,000 cubic feet capability for storm
water drainage referred to. Mr. Saugen said that figure was the total capacity of the detention
facility.

Ms. Jenks said she thinks the City might want to look at requiring a more comprehensive storm
water drainage plan. She also stated that the plan shows no buffer around the pond.

Mr. Sepler stated that the State Environmental Policy Act (SEPA) review required an engineered
storm water reserve plan. He said the City Engineer thought the site had adequate room to
accommodate the required drainage needs, but the engineer is awaiting final documents from the
applicant's engineering firm to make a final decision.
David Keenan, neighbor, asked where the water from the development would go.
Mr. Sepler said the SEPA requirement stated that the plans must show that water will not flow
downhill at a rate greater than the historical rate.
Genie Tracy, neighbor asked who would be responsible for the problems that the neighbors are
concerned about.
Mr. Sepler said that roads would become the responsibility of the City. He said that the
Condominium Association could have provisions for enforcing other conditions.
James Wright, a neighbor, asked if any studies had been done regarding estimated costs per
dwelling for the Local Improvement District.
Mr. Sepler stated that as of yet there were no plans for establishing a Local Improvement
District.
Mr. Dave Colbert discussed a drawing he submitted to the Commission. He said he had a
concern about fire trucks being able to get through this area. Ms. Erickson said she confirmed
with Fire Chief Howard Scott that a ladder truck would be able to get through on the proposed
roads.
Mr. Colbert said he is concerned that this project will lower property values in this
neighborhood since over the last few years $150,000 to $200,000 homes have been built here.
Toby Elofson, a neighbor, said he thinks this project will degrade his neighborhood, severely
impact the neighbors and cause considerable traffic problems.
Karl Schreiver, a neighbor, spoke against the project.
Judy Wright, a neighbor, said she is concerned about the noise factor of the project.
Ms. Weyhmiller said she would like to see a needs assessment: asking Port Townsend residents
what they want and need.
Joel Hodgeson asked for clarification regarding LIDs. Mr. Sepler said there is no LID proposed
currently. He said some projects will be funded by the city; other projects will be funded by
the developer; and some projects will be funded jointly.

Sara McQuillen, a neighbor, said she is concerned about the density and traffic.
3. COMMISSION DISCUSSION
Some discussion ensued regarding the availability of affordable homes in Port Townsend. The
Commission also discussed the density of the project. Mr. Saugen said that his firm faces many
fixed costs that are static regardless if they build 8 units or 28 units. He said to substantially
reduce the number of units would make the project impossible.
Some discussion ensued over the concerns of the ravine since it has been designated in the
Comprehensive Plan as a critical area. Mr. Sepler will include more information about the
ravine in the Draft Findings of Fact and Conclusions.
Ms. Erickson asked for a more specific list for the next meeting comparing the proposed project
to its current R-II zoning.
The Commission also requested computations comparing the density of the proposed project to
the R-II zoning density allowances, less road areas.
Ms. Sherwood moved to continue this application to February 13, 1992.
The Commission also requested additional information on the development alternatives for Grant
Street.
Mr. Rickard seconded the motion. Roll was called and all were in favor.
B. Environmentally Sensitive Areas Ordinance
Mr. Robison discussed what needs to be done in examining the draft ordinance and making a
recommendation. The Commission scheduled a field investigation for January 16, 1992 at 2
p.m. and then a workshop meeting on the same date at 7 p.m.
The meeting was adjourned at 10:47 p.m.
