Meeting of February 6, 1992
I. Roll Call
Chair Lois Sherwood called the meeting to order at 7:05 p.m. Other members present were
Ernie Baird, Karen Ericksen, Cindy Thayer, Mark Welch and Bob Rickard. Staff members
Dave Robison and Katherine Johnson were also present, as was Lisa Palazzi, wetlands
consultant.
II. APPROVAL OF MINUTES: January 30, 1992
The minutes will be approved at the next business meeting.
III. COMMUNICATIONS
Mr. Robison said the City received a letter from the Department of Community Development
(DCD) stating that DCD is not able to extend the March 1, 1992, deadline for the adoption of
a environmentally sensitive areas ordinance.
The letter was discussed at the last council meeting, and the Mayor has instructed the Planning
Commission to continue consideration of the ordinance as scheduled. Staff has communicated
this to DCD. Mr. Robison went on to say that he does not think the city will be penalized since
we are clearly working on the ordinance.
IV. OLD BUSINESS
1. Environmentally Sensitive Areas Ordinance
Mr. Robison briefly reviewed the process to date.
After a brief discussion of wetlands definitions, Ms. Palazzi moved on to discussing the wetlands
section of the ordinance. A lengthy discussion ensued regarding the protection of wetlands as
drafted in the ordinance.

Council member Bob Sokol entered the meeting at 7:25 p.m. Director of Planning and Building,
Michael Hildt, joined the meeting at 7:40 p.m. Councilmember Cindy Wolpin joined the
meeting at 8:05 p.m.
The Commission completed its initial review of the entire wetlands section.
Lee Wilburn stated that bonds are essentially unavailable for types of projects as addressed in
this ordinance.
Ted Shoulberg asked if an environmental review of the ordinance would be conducted.
Mr. Robison said the Department of Community Development will be making a statement on
this issue in the next couple of weeks.
Mr. Shoulberg also asked if anywhere in the process economic issues would be considered; Le.
the effects on the cost of housing.
Mr. Robison said the State is requiring the scope of the ordinance to be protecting
environmentally sensitive areas and does not address economic issues.
V. ADJOURN
Bob Rickard moved to adjourn the meeting; Ernie Baird seconded. The meeting was adjourned
at 10:00 p.m.
