C-Of'y 7Õ -PC,O¡A;1/t1 :skì3/9~~ Minutes for February 27, 1992 I . ROLL CALL Acting Chair Lois Sherwood called the meeting to order at 7:10 PM. Other members present were Bob Rickard, Mark Welch and Cindy Thayer. Also present were staff members Dave Robison and Sheila Spears. Lisa Palazzi, wetlands consultant to the city and Tim Rymer, Department of Wildlife were present. II. APPROVAL OF MINUTES: None III. COMMUNICATIONS: None IV. OLD BUSINESS Dave Robison distributed "Nuts and Bolts of Wetlands and critical Areas". continued the discussion of the Environmentally Sensitive Areas Ordinance (draft #5), working from Appendix V, Fish and Wildlife Habitat; what priority species are and if they are on the guidelines. The Department of wildlife has developed a list - Appendix II & III at back of draft. The only ones on the list are threatened and endangered species. At this time there has not been a list developed of sensitive species. Lisa Palazzi explained that the Planning Commission can make the list more inclusive, and said that not all species that appear in Region VI will be found in Port Townsend. Kah Tai Lagoon and Chinese Gardens would probably be Class I because of endangered species. Some of the cliff areas are real important habitats. Tim Rymer said that for major development there should be a study of what is on the site so that it can be protected, and the way to deal with cumulative major impacts is to deal with new development. What needs to be done in Port Townsend is identify what are priori ty habitats. Wetlands and wildlife go hand in hand so management program should be combined. Some overland connections in Port Townsend may need to be looked at because there are not a lot of waterways here. Documentation needs to occur on instigation from the city because it is not going to come from the outside. The city is looking at trying to identify open space that may extend out of the city of Port Townsend. The ordinance should also raise people's level of understanding of wildlife habitat. Breeding potential for a wetland species is narrowed if uplands are not included in the process. Eco-systems should not be isolated. d e . . <' \ í t:.o pÝ 70 -pc.oM ¡¥( 3/~3/qò2- ~ .. Planning Commission Minutes for February 27, 1992 Page Two There was a lot of discussion about what to put on the list; Lisa Palazzi explained the process and asked people in the audience to write down their suggestions and get them to her. Documentation (mapping) to be provided before this ordinance is passed. Dave Robison gave a background on aquifers, saying it is likely that in the future if the city grows we will need to tap our groundwater sources. That may include salt water intrusion. The city has probably had little damage to its aquifers because 90% of residents are on sewers. The importance of aquifers is more significant than first thought, but given a lot of uncertainty this ordinance tries to protect aquifers. Lisa Palazzi gave a description of three types of aquifers. The audience requested public review and notification of the process, and questioned what enforcement does the city have?
