I. ROLL CALL
Chair Lois Sherwood called the meeting to order at 7: 05 p.m. Other
members present were Karen Erickson, Cindy Thayer, Mark Welch and
Bob Rickard. Also present were staff members Dave Robison, Michael
Hildt, Katherine Johnson and Randy Brackett.
II. OLD BUSINESS
~ Review of Environmentally Sensitive Areas Ordinance, Draft 7
1. Introduction (Robison)
Robison briefly reviewed the issues raised at last week's meeting.
2. Review of Draft Maps
Robison reviewed preliminary maps which identify environmentally
sensitive areas.
Kate Jenks, citizen, submitted to the commission a copy of the
. section of the Washington Administrative Code (WAC) which applies
to maps and the growth management act.
Rickard said he is concerned that the city's approach in addressing
this interim ordinance is too lenient. He said he thinks the city
should be more conservative in its protection of environmentally
sensitive areas initially and then go back and more thoroughly
address the issues in the final ordinance which will follow.

Rickard stated that he would not be able to recommend to City
Council an ordinance that included using mapping as a regulatory
tool, as is currently proposed. He said he thinks that if the
planning staff is unable to determine with maps if a piece of land
is or is not within an environmentally sensitive area, then a site
visit should necessarily follow.
Hildt said that this decision will ultimately be made by city
Council once they have reviewed possible administrative costs and
other factors.

3. Application Process
Robison reviewed the proposed application process.
4. Performance Standards for all Development
Robison reviewed the main components of this section of the draft
ordinance and the commission discussed same.
5. Overview of Sensitive Areas section
A question and answer period ensued covering many components of the
draft ordinance.
The commission then returned to the main issues raised at the last
meeting including 1.) using maps for regulatory purposes: the
commission requested the submittal of different options from staff;
and 2.) processing criteria for adding new areas to the maps:
Robison stated that this process will be developed in addition to
the ordinance.
